Tender description: RFQ Consultancy Services for Malaria Innovation Research for the RBM Partnership.
The RBM Partnership’s Advocacy and Resource Mobilisation Partner Committee (ARMPC) includes a dedicated workstream on Innovation and Access (I&A) which aims to sustain and increase cross-sectoral support for investing in malaria innovations, creating demand for the most effective innovations, and supporting scale-up of innovations for the populations most in need of accessing them.
To support this effort, the I&A workstream has identified the need to gather and elevate country level perspectives to inform global discussions on how to best accelerate progress in the development and scale up of innovations.
Capturing country level perspectives on innovation requires engaging with a number of different constituencies
The supplier will be responsible for the delivery of these expected outputs for Nigeria (remotely):
1. Stakeholder mapping within Nigeria for conducting structured interviews.
2. Conduct a minimum of 30-50 structured interviews with identified stakeholders.
3. Documentation of interview responses and consent forms.
4. Summary and preliminary analysis of responses.
5. Draft report for RBM Partnership Review.
6. Final report, focusing on best practices, challenges, and bottlenecks in the research, development, and scale-up processes for malaria innovations in Nigeria.

Internal stakeholder relations consultation and engagement
New clarification added: 1. Q) Is there a template provided for the proposal submission by UNOPS? A) Yes. Please refer to the Documents Section -> Returnable bidding forms. All forms need to be complete and signed. // 2. Q) Is the supplier responsible for developing the tools and methodology for the research work? A) Please refer to Documents II Schedule of Requirements (TOR) and III Returnable bidding forms. The supplier is requested to provide an implementation approach and methodology, based on the TOR. // 3. Q) Could a supplier apply for multiple countries? A) This consultancy is focused on Nigeria. However, suppliers from any country are eligible and allowed to apply. // 4. Q) Who is responsible for identifying the country stakeholders for the structured interview? A) UNOPS/RBM can provide some overall support here. However, we would like the organization to be able to leverage its own relationships to identify and contact interviewees. // 5. Q) Must the structured interviews be carried out by video/ teleconference format or would a recorded skype/zoom recorded interview suffice? A) Recorded Skype/Zoom is OK. // 6. Q) What if key stakeholders are not willing to put their names/ positions in the consent forms? A) If contacts do not consent, then replacements need to be identified and contacted. // 7. Q) Would a paper-based response or filled online questionnaire be admissible by supplier and inputted by supplier staff into an online survey platform? If there are internet connectivity issues in some LGAs, that could impede online real time interviews A) Paper-based may substitute if video is unavailable. // 8. Q) Considering the lockdown in Nigeria due to Covid-19, will there be a revised date of the expected deliverables or if these dates will be revised in line with the effective contract start date? A) Dates will be revised with start date as needed. // 9. Q) What is the preferred mode/medium for the solicitation of recommendations to support the financing, forecasting, procurement, supply management and delivery of innovative products? A) Structured interview is the preferred mode. //10. Q) Is there a clear structure for the stakeholders mapping across the 36 states + FCT and 774 LGAs in Nigeria or can the supplier select at his/her discretion the stakeholders/constituencies(in alignment with Section C of the RFQ) that should participate in the structured interview process? . Is there any clear requirement for the selection of sample sites across the subnational levels in Nigeria? A) We would like to capture representative views and would like the supplier to suggest the number that would be required to do so. We would expect national and state level representation to be included. It does not need to be from every state, but a representative set.

It is mentioned that this contract will be for small services, could you please indicate the budget threshold for this RFQA. // Dear bidder,We cannot disclose information related to the budget. Please clarify are there any indicative nos. which you would like us to cover in the categories mentioned above. Please suggest. New clarification added: Hi UNOPS Team,When submitting our proposal, are we required to only submit/attach the 5 forms you requested(duly filled) or are we also required in addition to attach the conventional Technical proposal document which combines all the information requested in the 5 forms, plus other information which we consider relevant/adds weight to our application? And where are we supposed to attach such a document?Thanks in Advance,Dear Bidder,Under the Checklist section you can see all the forms that are mandatory and need to be completed, signed and submitted. These are:Form A: Quotation submission formForm B: Price Schedule FormForm C: Technical Quotation FormForm D: Previous Experience FormForm E: Format for Resume of Proposed Key PersonnelYou can submit these forms as one document, as it is under the Documents section (III Returnable bidding forms), but signing each of them OR you can submit them each as separate documents. Please ensure that all forms are duly completed and signed.
