Tender description: Construction of Nyara Bridge within Omugo sub-county, West Nile Sub-region, Arua district, Uganda it will connect the main Rhino camp settlement and the Rhino camp extension, within Omugo sub-county, West Nile Sub-region, Arua district, Uganda.
The major tasks shall include mainly the following and the tasks detailed in the technical specifications, drawings and the Bills of Quantities:
● Provision and maintenance of furnished site office, and accommodation for the Engineer and his staff.
● Provision of testing for the works quality control as provided in the technical specifications.
● Setting out, referencing and taking cross sections.
● Site clearance at the bridge site as required.
● Construction of the new bridge and soil erosion protection works.
● Construction of earthworks at the approach road section of the bridge and working area.
● Provision of access to crane platform, construction of crane platform, removal and disposal of the materials used.
● Provision of and erection of road furniture e.g. road signs, edge markers, guardrails and other miscellaneous works.
● Maintenance of works during the construction period.
● Rectification of defects affecting the completed works for a period of 12 months.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. New amendment added #7: This amendment No.07 is to upload Site visit meeting minutes and Questions & Answers (Q & A) for the Non-mandatory meeting held via google meet on 7th May 2020.The Ugandan Government has set out the following guidelines:A construction site can continue to operate as long as the workers are staying in the site camp and do not go out and interact with the community to avoid exposure to the Corona virus. UNOPS therefore emphasizes the need for all the workers to stay inside the camp, outside the working hours, until a new guideline on COVID-19 that allows otherwise is put in place by the Ugandan Government.

New clarification added: Bidder's Query:We have received the message of 2nd may that the prebid is not mandatory since many bidders missed the prebid. New amendment added #6: This amendment No.06 is issued for the following reasons:The mandatory pre-bid meeting which took place on 1st April 2020 is now rendered NOT mandatory.This is due to expressed interest by several vendors who only saw the new bid closing date of 12th May 2020. With this amendment NO. 06 those who missed the Mandatory pre-bid meeting can NOW access the pre-bid meeting minutes on the documents tab of this ITB & participate in the ITB.The minutes of the pre-bid meeting and Q&A remain valid.

New clarification added: Bidder's Query:With the bid submission date moved to 12th May 2020, and the expected award date likewise moved to 15th June 2020, shouldn't the milestone dates for " steel plate girders to be in position - 15th August 2020", and "substantial completion of works - 30th October 2020" be amended as well? This should help us prepare meaningful preliminary work schedules to be evaluated against common updated milestones. The milestones are tabulated on page 27/55 of the document ITB_Short _Form_Construction_Contract_Section III_Measured Price Construction Contract Schedules.UNOPS Response:This Amendment is to revise the timelines for milestone delivery in Schedule 9 of the Measured Price Contract Schedules under the documents tab of this ITB.This revision has been necessitated by the COVID-19 lockdown which has now been extended to 5th May 2020. New clarification added: Bidder's Query:For Dayworks, should the bidders hourly rate include the cost of transporting that equipment to site or not?UNOPS Response:The rate should include all the costs including transport. However, bidders are advised to note that most of the items in the list of the schedule of rates for Dayworks, i.e. the list of manpower, equipment, and material listed in the schedule are the same resources that will be mobilized to undertake the project work to be paid under the normal BoQ items.

New clarification added: Bidder's Query:How is the employer planning to hold the bid opening - Announcing the submitted bid amounts? Considering the governent mandated shutdown?UNOPS Response:Kindly note the Public bid opening will not be held, as such bidders are not expected to physically attend at the opening. It will be conducted electronically and all bidders who would have submitted their bids via e-sourcing shall get email notification from the e-sourcing system.

New clarification added: Bidder's Query:The tender Particulars state that the bid securities for the previous ITB/2019/12587 shall remain valid if the bank extends the validity and changes the ITB reference number as required however In the pre-bid meeting we were urged to pick the first securities after the government lockdown is lifted. Please clarify for us this, being one of the bidders who has not yet picked their bid security from your office, our understanding is that the bid security has already been submitted therefore for the extension and change of Case number, a letter from the issuing bank can suffice, that shall be submitted in hard copy to your office.We therefore presumed that the original bid security for the previous ITB/2019/12587 shall remain in your custody and we shall only need to supplement it by a letter from the bank extending the validity as required and effecting the change in Case number for the new procurement process.UNOPS Response:Kindly note a letter from the bank shall not suffice.The original bid securities for ITB-2019-12587 are void and shall NOT be considered for puposes of evaluation of this ITB.Bidders are expected to submit a bid security from a bank using UNOPS template as per the ITB's Returnable Schedule 2 which can be found under documents tab of this ITB.The bid security for this ITB must reference ITB/2020/13790 and have a bid validity of 90 days from the bid closing deadline.Regards,

Bidder's Query:On the BOQs - The summary tab does not include the summation from the Dayworks; Should the bidder's reported proposed sum be just the summary tab or include both the summary tab + dayworks sum?1. UNOPS Response:Yes, the summary tab does not include the Dayworks. The bidders are required to submit the summary tab and the dayworks sum separately as provided in the BoQ.2.Bidder's Query:Is the bidder allowed to use equivalent/better steel grade for structural steel S355JR, examples Q355B or EN 100252. UNOPS ResponseNo, bidders are not allowed to change the material specification for the structural steel in their submissions.2.Bidder's Query:What is the clients intentions for listing Dayworks? Some of the equipment and/or hours proposed may not necessary be sufficient to deliver the job or the contractor may have cost savings options that will still deliver the job on time.3. UNOPS Response:As indicated in the Measured price contract general conditions for this project section 13.6, for work of a minor or incidental nature, the Employer's Representative may instruct that a Variation shall be executed on a daywork basis. The work shall then be valued in accordance with the daywork schedule included in the Schedule of Contract Price. As indicated in the response to Q&A no. 8,uploaded in the documents tab of of this ITB, changes to the provisions of the tender document requirement is not acceptable at this stage.

How are those paid for in the BOQ?2. ITB_Short_Form_Construction_Contract_Section_IV_UNO-WSP-DR-CS-DD-05 - is showing planks that are not reinforced; also how are this connected to the girders? is there a detail missing?3. New clarification added: Bidder's Query:At the pre-bid meeting, the project team mentioned the possibility of extending the submission deadline. At a minimum, notice should still be sent to potential bidders in a reasonable time frame such that if UNOPS decides NOT to extend the deadline, bidders make necessary adjustments to make the submission. New clarification added: Bidder's Query:Concerning the recently passed presidential directive that has put a ban on all forms of transport, it is difficult for the bidders to search for, source and deliver some of the requirements for the tender within the quarantine period in which the submission deadline as well lies. Also, all forms of public gatherings exceeding 5 persons have been banned for the next 14 days with effect from 1st April 2020.Considering the above constraints, are there any adjustments that have been made to the tender dates?
