Description

The OPCW requires the provision of Construction Services starting in 2021 for its new Centre for Chemistry and Technology (“ChemTech Centre”). The Laboratory and Equipment Store are central to the effectiveness and integrity of the verification regime of the Chemical Weapons Convention, and they also contribute to the OPCW’s capacity-building and international cooperation and assistance activities.

The ChemTech Centre is exclusively funded by voluntary contributions by OPCW Member States to the ChemTech Centre Trust Fund. Currently €30.2M of the estimated budget of €33.5M (about €16M for the construction) has been contributed by states from across the world. In this context and to enable international competition, the construction contract will be the FIDIC Red Book (versus the UAV, a Dutch construction contract model).

The ChemTech Centre will cover a floor area of approximately 3.500 m² Gross Leasable Area, on a plot of 6.400 m². It will provide facilities for the laboratory, equipment store, training, meeting rooms, and offices, and will function as a business continuity site for OPCW Headquarters. It will be realised in The Netherlands on Heron Business Park, within the municipality of Pijnacker-Nootdorp, which is approximately 12 km outside The Hague.

This RFI is NOT a pre-selection of the construction company. The formal Pre-Selection will be made available to all companies via a public Request for Expression of Interest (REOI) in May 2020. The REOI will contain further details on the requirements.

 


The OPCW wishes to identify and receive responses from those reputable companies interested in participating in the formal tender by replying to the following questions.

  1. Would you be interested in participating in this project under the FIDIC Red Book and the Pre-Selection phase (REOI)?
  2. Could you share the contact details of the person who should be contacted for this formal process?
  3. If your company is interested and capable to realise this construction project in the Netherlands and if your company is a reputable construction company, can you share additional and relevant details such as:
  • Website;
  • Relevant references (e.g. laboratories with geographical detail).  

 

4. If you have no prior experience in the Netherlands, can you indicate how you intend to be able to perform the works in the Netherlands?

5. If your company has experience in construction projects using FIDIC model contracts (Red, Yellow, or Silver book), can you submit at least one successful FIDIC construction project reference with all relevant details (i.e. client, value, location, dates, size, type of FIDIC and project)?
