Under Qualification criteria: "Valid Registration Certificate from the Ministry of Finance, together with the Deduction from Source Certificate (شھادة الخصم من المصدر), or equivalent / Valid Registration Certificate from Ministry of Economy and Trade; or equivalent / Valid classification from the Palestinian Union of Contractors with Grade 2 in Electro-Mechnical or equivalent from bidder’s country.2. Under Technical Criteria: - Returnable Bid Schedule 8 – Capacity Experience, Work in Hand and Completed. A. Two similar contracts in similar scope executed successfully preferably in the region (Gaza Strip) during the last 7 years with proof of documents from the client attesting to good performance. B. Construction turnover not less than USD 2,000,000 or equivalent for the last 3 years. C. New clarification added: 32. Item 5.5 Page 7: Required to dismantle and transfer of Solar water Heating system, Please clarify the new location and the location of water source connection? Refer to Clarification No.31 33. Electrical Works - Items 2.8 and 4.9: CAT6A: Both items mention CAT6A data cables 4x2x26/7+2x26/1 with insulation materials of SFS/PO and specify the brand type of TELDOR or equivalent. Referring to TELDOR’s Catalogues, only 4x2x26/7 is found but 2x26/1 and the Insulation Materials of SFS/PO are not found. Please advise taking into consideration that the 4x2x26/27 can be enough to transfer the signals for CCTV system and Data Communications. The contractor is required to abide by the drawings, Specifications and BOQs. 34. Electrical Works - Items 2.18 ,2.20 ,4.4 ,4.5 (cable Tray):The drawings show that those items include a supporting concrete footing. Please confirm that the concrete footing is included within those items. Please note that the item includes the supporting system for the trays (concrete footings, steel profiles, bolts, etc.). Please refer to drawing no. 16. 35. Please advise on how the inverters will communicate together. The contractor may bring any inverter that satisfies the required BOQ and specifications. The communication between the inverters depends on this selection. This is the sole responsibility of the contractor. 36. please advise if a controller unit is required with the inverters in order to connect the system to the fuel save controller The contractor may bring any inverter that satisfies the required BOQ and specifications. The available version of BoQ is in PDF format. 40. Is the experience of subcontractors considered in the evaluation in favour of the main contractor?The experience of the main contractor or any company of the joint venture will be considered , but the qualification of any sub-contractor proposed by the main contractor or main party of the joint venture will not be considered. Noting that, if the main contractor was in the past subcontractor in previous relevant projects, this will be considered. 41. Regarding the evaluation criteria item (Returnable Bid Schedule 8 – Capacity Experience), Please confirm if the experience in hybrid PV plants is required. The required is similar in system nature, size and technology, noting that , Joint venture is allowed for any company to enhance their qualification and meet this criteria. 42. Regarding the clarification, it must be both electric and building work Grad 1 or one of them is enough for inter the bid? The Required Bidder`s Minimum Classification is "Valid classification from the Palestinian Union of Contractors with Grade 2 in Electromechanical or equivalent from bidder’s country.", noting that , Joint venture is allowed for any company to enhance their qualification and meet this criteria, as per amendment No.2 to ITB.

New clarification added: 27. Is there a maintenance warranty? In the event of contract award, the Contractor will be obliged to submit a Maintenance Guarantee in the amount of 5% of the Contract Price in original and in favour of the Palestinian Energy and Natural Resources Authority (PENRA) and with a validity period of 365 days from contract completion date. Bank issuing the Bank Guarantee must be acceptable to the UNOPS Comptroller, i.e. they have to be banks certified by the Central bank of the country to operate as a commercial bank and shall be denominated in the currency of the Contract. PENRA will maintain possession of the bank guarantee during maintenance period and reserves the right to request an extension of the bank guarantee, if needs arise, and it will be discharged/returned to the Contractor as promptly as possible but no later than thirty (30) days after completion of the maintenance period.Contractor must adhere to the manufacturing warranty period for any parts of the PV solar system. 28. The supervising party will be MOH? UNOPS engineer is The only direct supervision over the contractor, and UNOPS is responsible to coordinate with PENRA, MOH and hospital administration 29. What is the role of the Consultant? The consultant role is to provide technical support for UNOPS during the implementation of the project, and there is no direct contact between the contractor and the consultant 30. Electrical Works: Items (2.23, 2.24 and 2.25): The AC line power from MCCB of inverter is connected directly to the Busbar, while in other detail drawings, it is connected with MCCB in two sides, please clarify. Refer to Clarification No.13 31. item 5.4 page 7 , Required transfer of 5 HVAC units, Please determine the new location and the capacity of each unit? Installing the PV panels over the hospital rooftops requires arranging the available space to be suitable for the installation process, and all the existing HVAC units and solar heating water system should be relocated according to the needs of the hospital administration (UNOPS engineer is responsible to coordinate between the contractor and hospital administration)

New clarification added: Dear Sir, Please find below Questions received from some of potential bidders & UNOPS answers: 17. Regarding Electrical Works- All power boards as MDB, ATS, MTS are described to be TYPE TESTED, please advise if the locally fabricated panels are approved. Panel boards shall be certified panel board assemblers and in accordance with UNOPS supervisor engineer approval 18. There is no specific size for the ATS and MTS panel right? It should only contain the required components. The panels should have all the required breakers and control with enough space for maintenance and ventilation. The contractor must approve all needed circuit breakers, control, etc. and then handle the electrical panel with approved materials for study and approval.19. Electrical Works: Bill no. 5: Fire alarm system, the main title is ADDRESSABLE fire alarm system but the described details and drawings is for ZONES (conventional) fire alarm system, please clarify. It is ZONES (conventional) fire alarm system 20. Regarding the inverter and panels rooms, what are the exact specifications of the windows? Please refer to Drawing No. 25. 21. Regarding the mechanism of calculating the price of mount structure. It is written that it should be calculated according to the area. However, there is more than one way to do so. Some organizations said the price depends on the area that the cells occupy. Other organisations said it depends on the area the mount structure will occupy. In order to be able to calculate the cost, we want to know if it should be calculated based on the area occupied by the cells or the mount structure? As stated in the BOQ, the area will be calculated according to the horizontal (projected) area occupied by the steel structure (not the area of panels) 22. Regarding the PV inverter, it is not written if you want it with display or without. It is mentioned under item 2.1 in the inverters features that the display is required 23. Regarding the fuel save controller, do you want it in a specific size (small/ medium) or customized as per the installed system? Please, refer to the BOQ and specifications. The contractor is fully responsible for running the whole system as per the specifications and BOQ regardless of the size of the controller. 24. Why did you put 16 combiner boxes? What exactly do you mean by it? (section 2.5 and 2.6) The combiner box is a device located near the PV modules that combines the output of multiple strings of PV modules for connection to the inverter. This is an optional item and should be priced by the contractor. 25. Regarding the distance between the PV inverter and the fuel save controller, was it taken into account so that we don’t bring extra materials?All martials, instruments, connections of all kinds are the sole responsibility of the contractor.26. Is there an advanced payment or no? No, there is no advance payment allowed.

New clarification added: Dear Sir, Please find below Questions received from some of potential bidders & UNOPS answers: 9. Regarding the PV inverter, devices of 25 kw are requested. If I brought devices that are more than 25 Kw, and installed them in a way that equals the 25 Kw, does that work or not? Any Inverter that fulfills all the requirements of the BOQ and specifications with 25KW output and 28 kWp input is accepted. 10. Should we stick to the mount structure design?The contractor should stick to the mounting structure detailed in the tender drawings and BOQs. 11. Regarding concrete for mount structure, there is an item for concrete in the civil work section, and a line for concrete foundations in the mount structure section… is the concrete from both sections included in the price or separate? The concrete foundations of the mounting steel structure are included in the item of the mounting steel structure. 12. Regarding Electrical Works: Item 1.3, there are no details regarding the very essential load distribution panel. It is mentioned in the single line diagram, written a new ATS but without details. -: Please provide drawings and/or details. There is an existing very essential load distribution panel that we want to replace. The works include but not limited to: -1. Replacing the old panel, control, indicators, LEDs, ventilation, ect. 2. Replacing the BBs.3. Connecting the old CBs.4. Handling all old items to MOH.The bidders are advised to visit the site and inspect the existing very essential load distribution panel. 13. In relation to that, the main PV panel and the new PV panel are mentioned in the BQ, but there are no details… The new PV panel for example that will collect all of the PV… it comes out of the breaker connected to the AC inverter, and goes directly to the pass bar, while in the blue prints with less details that talks about the whole inverter, it delivers via the breaker. Therefore, there are 26 missing breakers from the blueprint. There should be double breakers, one at the beginning of the line and one at the end, this needs more details. The AC output of each inverter is connected to the BB via MCCB.The AC output of the electrical panels is isolated via MCCB inside the panel. The AC output cable is connected via this MCCB. At the other end of the cable (at the main electrical board) the power cable is connected to the BB via another MCCB. 14. Regarding Electrical Works: Item 2.4: Please specify the location of the 3 new digital bidirectional power meter panels. The hospital has a separate room containing the cabinet for the network meters. The bidders are advised to visit the site and inspect the room and cabinet. 15. We hope that UNOPS Engineers specify all what is needed and not leave us to deal with GEDCO ( regarding the details of the bidirectional meters). Contractors shall comply with GEDCO requirements. 16. Regarding Electrical Works: Items (2.18, 2.19 and 2.20): for the pre-galvanized industrial heavy-duty cable tray, please advise what you mean by TC (600 Volts).we are talking about an isolation technique, what does it have to do with the cable tray? The cables tray should handle cables with up to 600V. Please ignore the TC which is used for the arrangement of the cables inside the tray.

The requested contractor category (first degree) cannot be found in any solar energy company in Gaza. We request to change the category to at least second degree as so many companies reached this category. The Required Bidder`s Minimum Classification is "Valid classification from the Palestinian Union of Contractors with Grade 2 in Electromechanical or equivalent from bidder’s country.", noting that , Joint venture is allowed for any company to enhance their qualification and meet this criteria, as per amendment No.2 to ITB. 3. Based on the classification of Palestinian Contractors Union,there is no Electrical class and the Electromechanical classification is available in stead of it.What is the required degree of Electromechanical class with first class building ? The Required Bidder`s Minimum Classification is "Valid classification from the Palestinian Union of Contractors with Grade 2 in Electromechanical or equivalent from bidder’s country.", noting that , Joint venture is allowed for any company to enhance their qualification and meet this criteria, as per amendment No.2 to ITB. 4. Qualification Criteria: Capacity Experience: it is requested to have 2 similar contracts in similar scope executed successfully during the last 7 years: please advise what do you mean by the similarity: scope, size, technology…. (it is difficult to find local company that match this requirement alone – it need a joint venture with international EPC) The required is similar in system nature, size and technology, noting that , Joint venture is allowed for any company to enhance their qualification and meet this criteria. 5. Qualification Criteria: Past experience, it is mentioned that the similar works to be done in the Region (Gaza Strip), please advise if the past experience out of Gaza is accepted. (It is difficult to find international EPC with similar projects in Gaza Strip). The bidder shall provide past experience with two similar projects preferably in the region (Gaza Strip), Refer to Amendment No.2 to ITB. 6. Can bidders with electromechanical classification grade 2 apply to this tender, and are joint ventures (JV) allowed ? The Required Bidder`s Minimum Classification is "Valid classification from the Palestinian Union of Contractors with Grade 2 in Electromechanical or equivalent from bidder’s country.", noting that , Joint venture is allowed for any company to enhance their qualification and meet this criteria, as per amendment No.2 to ITB. 7. If we do a joint venture with an international company with this kind of expertise, the company could have done similar projects outside of Gaza, but you state that the company should have done a similar project in Gaza. On the other hand, it is not specified if the scope of work should be the same size..? The bidder shall provide past experience with two similar projects preferably in the region (Gaza Strip), Refer to Amendment No.2 to ITB. 8. Regarding the evaluation criteria item (Returnable Bid Schedule 8 – Capacity Experience),. Do you mean by similar experience that you want similar hybrid projects, or similar in terms of cost? The required is similar in system nature, size and technology, noting that , Joint venture is allowed for any company to enhance their qualification and meet this criteria.
