Description

The main goal of this consultancy is to strengthen the Educational Management Information System (EMIS) of The Gambia with a holistic approach that includes labor market data. More specifically the activities include but are not necessarily limited to the following tasks, which the offeror should perform to technically support the National Technical Team: 

  1. Conduct a needs assessment survey on TVET-MIS within the global EMIS,
  2. Design the architecture of the new TVET-MIS application: design of the general architecture of the software; specifications on how each of the software components will be developed and how they will interact,
  3. Develop TVET-MIS application: development of the software and tests according to the plan defined during the design phase.
  4. Deploy and test the application under real conditions of use (end user simulation).
  5. Deliver the application by month four after the launching of the activity.

Lead capacity building trainings[1] for the National Technical Team[2] and other officials through workshops, with the goal of training 20 database analysts and trainers at MoHERST and MoBSE so they can support all user groups sustainably.

Deliverables

1. Terms of Service (at least 10 pages, written in English)

2. Design documentation, conceptual data model and test plan

3. Programming documentation and source codes

4. Report test and bug correction

5. User manual and source codes

6. Capacity building plan and training sessions’ reports

The selected contractor will have 6 months to complete all planned activities including the delivery of the application. Capacity building (deliverable 6) will be accomplished in month 7.
