Provide information on the challenges, opportunities, capacity and enabling environment for evaluation among social sector line ministries and selected regional level sector bureaus.

Provide an analytical framework for the rating of the public sector’s ability to evaluate its progress in achieving national development goals and SDGs.

Provide an understanding and determining where and how National Evaluation Capacity Development (NECD) efforts are best introduced and develop a NECD plan that target sector line ministries and regional sector bureaus.
