1.  BACKGROUND / RATIONALE
UNICEF office in Delhi is currently undergoing an energy efficient retrofit of the existing HVAC system in the building, with a goal to significantly boost the energy efficiency and environmental performance. This modernization effort is geared towards meeting stringent energy conservation targets and supporting the office's journey towards carbon neutrality. This retrofit encompasses conducting civil and electrical works related to implementation of the chiller plant, with minimal impact on daily operations.

To complete the retrofit within the fixed timelines, UNICEF India has developed specifications for civil and electrical works for this project. The TOR aims to identify a suitable service provider for supply, civil and electrical works, testing, and commissioning of civil and electrical works related to the Chiller Plantroom to the installation site in the building.

2.  PURPOSE OF ASSIGNMENT
The main purpose of the assignment is to conduct civil and electrical works related to implementation of energy efficient chiller plantroom in the UNICEF India office building in New Delhi.

3. OBJECTIVE/S
The primary objective is to conduct civil and electrical works for the chiller plantroom implementation, ensuring it meets operational requirements and industry standards. The other goals under this assignment include:
• Dismantling: Safely relocate and dismantle civil and electrical components in the existing HVAC equipment (as per BOQ), ensuring the proper relocation of components to the ground floor and the removal of electrical panels.
• Civil Works: Execute comprehensive civil tasks, including setting up temporary partitions, demolishing existing structures, constructing new walls and lintels, installing waterproofing layers, laying new floor tiles, and installing fire-resistant doors, followed by finishing touches like painting and anti-termite treatment.
.   Electrical Works: Install new power cables and grounding strips, integrate new equipment with electrical panels, and set up and connect cable trays and terminations to ensure a fully operational electrical system.

4.  MAJOR TASKS TO BE ACCOMPLISHED
• Supply:
o Electrical Substation: 11kV-1000 KVA Compact Substation, including HT VCB Breaker (630A VCB), Distribution Transformer, and LT Distribution (2000A ACB).
o LT Panel: LT Panel with 2000A FP ACB (EDO) with MPR, 800A FP ACB, 2000A TPN AL.BUS BAR, and various outgoing feeders (630A FP MCCB, 400A FP MCCB, 250A FP MCCB, 200A FP MCCB, 125A FP MCCB, 100A FP MCCB, 63A FP MCCB, 630A FP ATS).
o HVAC Panel: HVAC Panel with 630A, 4P MCCB (50 KA), digital voltmeter, 2Amps MCBs, 0-630 Amps digital Ammeter, 40/5A, 10VA, CL-1 CTs, selector switch, phase indicating lamps, 630A TPN AL.BUS BAR, and various outgoing feeders (250A FP MCCB, 125A FP MCCB, 63A FP MPCB, 32A FP MPCB, 63A FP MCB).
o Hot dip galvanized cable tray: 14G gauge, wire mesh or perforated type, in specified dimensions, complete with ceiling suspenders, tee sections, flat sections, nuts and bolts, and earthing components.
o XLPE ARM CU/AL Cables (11KV E, & L.T. CABLE): Supply of 11KV E & L.T. cables with XLPE insulation, PVC outer sheath, and armored construction.
o Cable termination kit: Includes double compression glands, AL/CU crimping type sockets, and a hydraulic crimping tool.
o Earthing grid kit: Includes copper/G.I. strips, spacers, brass bolts and nuts, washers, G.I. pipe (if required), welding materials, black bitumen paint, and cotton tape.

• Installation:
o Compact Substation Installation: This includes the setup of an 11kV-1000 KVA Compact Substation, incorporating an HT VCB Breaker (630A VCB), a Distribution Transformer, and an LT Distribution panel (2000A ACB). Proper alignment and secure mounting will be ensured as per project specifications.
o HVAC and LT Panel Installation: Installation of an HVAC panel and an LT panel will be carried out according to specified dimensions and features, ensuring all electrical connections are secure and compliant with safety standards.
o Cable Tray and Support Installation: Hot dip galvanized cable trays (14G, wire mesh or perforated) will be installed for effective cable management. This will be complemented by the installation of ceiling suspenders, tee sections, and flat sections, along with necessary nuts and bolts to provide structural support.
o Earthing Components Installation: The installation will also include all required earthing components, ensuring proper grounding to enhance safety and protect the system from electrical faults.
o Complete installation of the new HVAC Plantroom system, including necessary infrastructure modifications.

• Testing and Commissioning:
o The testing and commissioning phase will encompass several key components, including the 11kV-1000 KVA Compact Substation, which features an HT VCB Breaker (630A VCB), a Distribution Transformer, and an LT Distribution panel (2000A ACB), each will be verified for proper alignment and secure operation as per project specifications.
o Additionally, the HVAC panel and LT panel will undergo testing to ensure all electrical connections are secure and compliant with safety standards. Hot dip galvanized cable trays (14G, wire mesh or perforated) will be assessed for effective cable management, alongside the installation of ceiling suspenders, tee sections, and flat sections, with all necessary nuts and bolts for structural integrity.
o Furthermore, the testing and commissioning of earthing components will ensure proper grounding to enhance safety and protect the system from electrical faults.

Post the award of the contract, the following tasks shall be accomplished for civil works as described in the RFP:
• Supply:
o The civil works items to be supplied include temporary partitions made of particle board with aluminium channels for support, brick walls, reinforced concrete lintels, waterproofing systems, vitrified floor tiles, gypsum partitions and ceilings.

During the execution of the mentioned tasks, the contractor should ensure minimum shut-down time & arrangement of standby equipment for smooth operation of the building.

5.  DELIVERABLES AND DEADLINES
- Workplan report 1st week
- Delivery Challan and Storage Receipt 4th week
- Commissioning report 6th week
- Workplan and final installation report with handover documents Up to 14th week

11.PAYMENT SCHEDULE:
-Dismantling & Submission of Good for Construction
drawings and execution schedule 20% =INR 2,744,812.00
