IFAD management is seeking an external expert review of IFAD’s Mobility processes, especially in terms of internal mobility through reassignment building on lessons learned from previous exercises and IFAD’s overarching Mobility framework.  
The reassignment process is managed by the Human Resources Division and a reassignment panel chaired by the Vice President and composed of senior level officials who are responsible for reviewing and proposing recommendations for the President’s decision. 

The overall purpose of the review is to respond to IFAD’s evolving business model within a decentralized structure, taking into account best industry practices and practices in other IFIs and UN institutions on some of the distinct nature of functions, customized to IFAD's needs.  

The main objectives of this review are as follows: 
a) Assess the effectiveness and efficiency of the current reassignment and mobility processes. Evaluate the rationale and objectives of the reassignment exercise and their alignment with IFAD's strategic goals and priorities. 
b) Identify strengths and weaknesses in the existing process. Review the criteria for ‘non-rotational’ positions that could be exempt from reassignment, and the effectiveness of existing tools and methodologies for assessing/validating staff’s suitability for the position.  
c) Assess the application of the skills matching exercise, building on IFAD’s current skills database and analysing how this can be leveraged during reassignment exercises to ensure the best fit for the job. 
Examine the integration and use of the skills database and job families vis-a-vis IFAD's mobility initiatives, to identify potential succession planning initiatives and how talent pipelines can be created by skills building through targeted training and development. 
d) Identify any challenges, lessons learned and best practices from the reassignment exercise that can contribute to future organizational restructuring efforts as well as changes to the current mobility framework. 
e) Based on a thorough examination of international best practices (both international organizations, UN and national institutions such as bilateral development agencies), provide actionable recommendations for enhancing the effectiveness of reassignment exercises in the future. The review will ideally suggest a new, revised approach, process and procedures for conducting reassignment within the applicable 
policy framework.
