Project Background
From Protocol to Practice: A Bridge to Global Action on Forced Labor (The Bridge Project) aims to support global and national efforts aimed at combating forced labor under the 2014 ILO Protocol and Recommendation on Forced Labor. The Bridge Project works globally, as well as in six countries, to advance and provide a concrete grounding to this strategy. Priority countries include Mauritania, Nepal, Peru, Niger and Malaysia and Uzbekistan[2]. The project aims to harness and build on the momentum that led to the adoption of the Protocol and Recommendation and to foster an understanding of their effective implementation at the global, regional, national and local levels.
The project aims to eliminate traditional and state-imposed forced labor systems and to significantly reduce contemporary forms of forced labor, which are often linked to human trafficking. This is done through the following intermediate objectives:
- Increased knowledge, awareness, and ratification of the ILO Protocol and Recommendation;
- Improved and responsive national policies and/or action plans and/or legislation on forced labor with strong implementation, monitoring, and enforcement mechanisms;
- Increased efforts to collect reliable data in order to carry out research and share knowledge across institutions at national, regional, and global levels;
- Workers’ and employers’ organizations actively support the fight against forced labor; and
- Increased awareness and access to livelihood programs for victims of forced labor.
Project Results
The global project will end at the beginning of January 2022, after more than six years of implementation (1 September 2015-2 January 2022). Within the last few years, the project has made significant achievements, including the following:
- 52 countries have ratified the ILO 2014 Protocol to the Forced Labour Convention;
- More than 70,000 people have signed up on the 50forfreedom platform to show their support to end modern slavery http://50forfreedom.org;
- The project has supported over 1,000 ex-victims of forced labour on livelihood interventions in Niger and Nepal to increase their income and reduce their vulnerability to forced labour; and,
- Advocacy and technical assistance to the government of Peru led to the criminalization of forced labour (Art. 168-B Criminal Law).
- Technical support provided to the development of National Actions Plan’s Against Forced Labour in Malaysia, Peru and Niger.
The project is currently in the process of developing impact stories for all of the project countries, except for Uzbekistan. For instance in Nepal, 14 written stories and 10 short videos have been developed which focus on the impact of the livelihood intervention on the lives of the training participants.
In addition to the impact and results that have been achieved, several lessons have also been identified. The project aims to identify and consolidate these final project results, impact stories, lessons learnt and good practices into a global communication product and booklet.
Deliverables
For this reason, the Bridge Project is seeking a consultant/service provider to design and develop the following products:
Expected outputs:
- Develop a global guidebook/booklet in English covering the Bridge Project results, impact stories, lessons learnt and good practices. This should include photos and video content (with QR codes for example). This product will be approximately 60 pages (A5).
- Develop a visual leaflet/pamphlet in English covering the aim of the Bridge Project and highlighting the key results for each of the intermediate objectives. This product will be approximately 2 pages.
Branding and design elements for these products should build on and be in line with existing ILO materials/graphics/branding. The service provider will be supervised by the Bridge Project team in Geneva, and will work closely with the National Project Coordinators in the project countries to identify results, lessons and content to be included.
Timeframe
The development of the global products will take place between September-November 2021.
