New clarification added: Q 13: Does all eDalaw location needs and additional electrical alterations if there are nearby power source that is not directly available?A 13: No.Q 14: What are the distances from the nearest electrical source for all the eDalaw locations?A 14: The estimated distance from the power outlets are in the Schedule of Requirements. If ever there is a need to extend, it will be minimal.Q 15: Are the vendors allowed to do major and minor civil works?A 15: No, however other works can be asked on site. UNOPS will not cover additional expensed outside the price proposal resulting to civil works done by the vendor.Q 16: Does all site have an internet connection?A 16: There is no internet connection as of the moment. UNOPS and vendor will not provide internet connection.Q 17. For the LTE Modem requirement, the ISP provider gives a free modem when internet services are installed. Can the PAO site use that modem instead of the modem in Annex 3? A 17: Since we will not provide internet connection, there will be no modem from the ISP provider. The LTE modem is a requirement for PAO, and they will shoulder their own connectivity.

New clarification added: Q 12: Does Quezon City Jail already have a process for the eDalaw, from the time PAO wants to call an inmate to the time that a call has been completed? if yes, can they share. if no, can they tell us if there will be a police officer (or admin assistant) who will assist the inmate in making the call?A 12: Yes the Quezon City has a guideline for eDalaw in place. An officer is always in present with the PDL (Person Deprived of Liberty). The PDL will not initiate a call. The outside party will call a Skype ID of the jail, and arrange for a call time when the PDL is ready to receive the call. The monitoring PC/Server can be used to receive/make call appointment.

New clarification added: Q11: There was no mention of internet connectivity in the requirements, but please confirm that provision of internet connectivity for all sites under the lot shall be part of our proposal?A11: There are no internet connections provided by the BJMP and UNOPS. Vendors are not required to provide internet connections.

New clarification added: Q 9. Please send the floor plan for each of the 5 Quezon City locations so that cabling can be better estimated.A 9. All floor plan location are not provided due to the facilities and locations security measures.Q 10. Please confirm that electrical wiring and wall sockets are out of scope, and that the locations have these in place and ready for use.A 10. Upon installation, all kiosks must have available power.

Assuming that in this release. the general public cannotaccess the application from home. Are there plans that in the future, they can access from home?A1. There are no plans for the general public to have access from their location (i.e. home).Q2. The configuration is per location only and control is per location only. Controll for all the locations in a city is not centralized?A2. Configuration is on a per site basis. All kiosks are stand alone and only the controller is connected to the kiosks.Q3. Is the ability for the jail officer to remotely control the session a hard requirement or is this optional?A3. Optional Q4. Can we use other video conferencing technologies instead of Skype?A4. No. Skype is required.Q5. Does the 2-month delivery include UAT?A5. YesQ6. Can we request that three (3) months be given prior to delivery for user acceptance testing as this will include testing of the software, the hardware and the integration between them?A6. New clarification added: Q7. Section II: Schedule of Requirements - Annex 7 - 3.2 Quezon City Jail Female Dormatory. Upon site inspection from the previous tender, it was advised that the location of the facility would be moved to a different building with a significant difference in required specifications. Is it possible to have an updated Schedule of Requirements for the Quezon City Jail Female Dormatory? A7. UNOPS is coordinating with the BJMP for the site visit for this location. As for the specifications of the equipment, all hardware and configuration, including the physical setup of the kiosk will remain the same. For the location of the kiosk, it will be determined once the site inspection is complete. Any deviation will be posting through an Amendment to this ITB.
