Description

The seat of the Court is The Hague in The Netherlands. Establishment of the Court’s first field offices commenced in early 2005. The scope of this service agreement is the delivery of pre-employment screening services to ICC Headquarters in The Hague, The Netherlands. However, the service provider will be responsible for screening all ICC staff regardless of which ICC office they are employed in. It is envisaged that a one year Agreement with the option to extend for two one year periods.

 

The ICC is a high security organisation with a need for pre-employment screening practices to ensure the highest standards of integrity amongst its staff.

 

The Court has been operating a pre-employment security screening contract since 2005 and has an existing contract in place. Vendors will either have to adopt the current operating procedures so as to minimise the disruption to the current process or offer a substantially better package in terms of reduced screening time, reduced administrative workload or better worldwide cover, in order to convince the Court to move from the existing system to a new one.

 

The ICC recruits its staff internationally. At the current time there is a focus on recruitment from African countries.

 

The focus of the pre-employment screening sought by this scope of works is primarily the verification of academic and professional qualifications and the verification of employment history (reference checks). The court has a formal protocol in place whereby it has access to the official government security screening system in The Netherlands. This protocol is used to facilitate criminal record checks, so the vendor will not be required to provide this service.
