DESCRIPTION OF REQUIREMENTS

The Procurement Section of the United Nations Office at Vienna will be issuing a tender for contractual provision of independent project evaluation services.

The purpose of the independent project evaluation is to derive recommendations, best practices and lessons learned from measuring the achievements, outcomes and impact produced by the project United Nations Global Initiative to Fight Human Trafficking (UN.GIFT).

UN.GIFT aims to mobilize state and non-state actors to eradicate human trafficking by reducing both the vulnerability of potential victims and the demand for exploitation in all its forms; ensuring adequate protection and support to those who fall victim; and supporting the efficient prosecution of the criminals involved, while respecting the fundamental human rights of all persons.

In carrying out its mission, UN.GIFT aims to increase the knowledge and awareness on human trafficking; promote effective rights-based responses; build capacity of state and non-state actors; and foster partnerships for joint action against human trafficking.

The independent project evaluation criteria will include relevance, effectiveness, efficiency, sustainability and impact. In addition, attention will be paid to the lessons learned, best practices and partnerships. These will be connected to the project concept and design, the project implementation and deliverables (outputs and outcomes), and management issues.

The United Nations Office at Vienna is seeking vendors who are interested in supplying the United Nations with project evaluation services. A Request for Proposal (RTP) with full details of the services required will be sent to interested companies.

SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)

Expected deliverables from the contractor includes:

1. Inception report outlining, specifying the evaluation methodology and determining the exact focus and scope of the exercise, including additional evaluation questions.
2. Draft evaluation report in line with UNODC evaluation policy.
3. Final evaluation report and presentation.
