The Office of the Representative of the United Nations Population Fund, Manila is seeking proposal from competent Consultants or Institutions to perform the project:

 

 

Small Area Estimate (SAE) Baseline Data Collection and Analysis

 

Background:

In order to accelerate the attainment of MDGs 4 and 5, the Department of Health of the Phils. (DOHJ) has adopted a national maternal, neonatal, and child health and nutrition (MNCHN) strategy.  Three UN agencies in the Philippines (UNFPA-UNICEF-WHO) formulated a Joint Programme on Maternal and Neonatal Health (JPMNH) with the DOH with the overall goal of contributing to the attainment of these goals and outcomes by rapidly reducing maternal and neonatal mortality in selected areas of the Philippines by 2015.

 

Objectives/Purpose of the Project:

The SAE Baseline Study will provide a benchmark to measure progress, outputs and impact of the JPMNH.  The Baseline data collection and analysis will therefore be the starting point for joint Monitoring and Evaluation (M&E) by the JPMNH partners.

 

Project Outputs and Deliverables:

With the above objectives, the Consultant/Institution is expected to produce the following:

  • Inception report which contains the proposed methodology for producing small area estimates using the 2006 Family Planning Survey (FPS) and the 2008 National Demographic and Health Survey (NDHS) and timeline of activities
  • Data assessment report and documentation of:
    • Problems, issues and remedial solutions in connection with the data preparation;
    • Programs/system used in constructing the model/s and generating the estimates;  and,
    • Steps/procedures as well as the issues and problems encountered in the generation of estimates.
  • Report/paper on the estimates to contain the following:
    • 2008 NDHS and 2006 FPS key health indicators using the SAE technique
  • Overall project report

 

Duration of the contract:

The Consultant/Institution is expected to deliver the outputs within five (5) months from awarding the contract.
