Description
UNOPS hereby invites your company to bid for the supply of Mine Protected Vehicles (MPVs) for multiple destinations worldwide. UNOPS wishes to establish non-exclusive Long Term Agreements (LTAs) with more than one vendor and to display the selected vehicles on UN Web Buy (http://www.unwebbuy.org) allowing our clients to order without further tendering.
Access to UN Web Buy is restricted to customers that meet strict eligibility criteria, such as organisations within the UN System, governments receiving aid, organizations co-operating with the UN System such as donor government aid organizations, and internationally recognised non-governmental organizations (NGOs).
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. New clarification added: Question 11:Please extend the solicitation deadline to January 15th 2019. We have not been able to get support to obtain the supplier code from the UN website. It’s not clear how long this process can take and without the supplier code we cannot bid. Please provide support to obtain the supplier code.Answer 11:The deadline will remain as 4 January 2019. We assume that the ‘supplier code’ you are referencing to is related to Form H: Supplier Registration Form. Please note that you can bid on this ITB without having the ‘Supplier No’ indicated in Section 1 of the form. If you are registered in UNGM and are currently able to view this tender, you will be able to submit a bid in response to it.Form H has been provided as part of the tender documents to facilitate registration of any new UNOPS vendors in our ERP system. It is not mandatory to submit this form as part of your bid however it is recommended because if your bid is successful, your vendor details will need to be registered in our UNOPS ERP system in order to generate purchase orders against the LTA. Once your vendor details are registered our system will generate a unique ‘Supplier No’ for your company. This specific supplier number therefore cannot be generated through UNGM.

New clarification added: Question 10:In column E the average for each Lot is calculated in the rows titled Price for Evaluation in USD (Average of the prices in Column E). For Lot 2 however the average price includes the average price for Lot 1 as well. To illustrate:1. Cell E6 is the Average of E3:E5. This makes sense.2. Cell E9 is the average of E6 - E8. Is this correct?Answer 10:This is an error. The formula indicated should be AVERAGE(E7:E8). Please adjust the table accordingly wherever needed to reflect the correct average price for the different quantity ranges for the lots.

New clarification added: Question 8:The financial form does not allow for a separate price column for Right Hand Drive (RHD). Our RHD vehicles are different in price than Left Hand Drive (LHD). Can you please clarify how to bid for RHD variants. Answer 8:Please refer to the third amendment which has revised the technical specifications so that only Left Hand Drive vehicles are required. Your financial bid form should therefore indicate pricing for LHD vehicles only. However please indicate in your bid whether you are able to supply right hand variants as well. This will be for information purposes only. Question 9:In the ITB Instructions for Forms at the bottom it states:‘Average price is defined as the sum of all technically compliant FCA unit prices in each lot….’We are clear that the definition of FCA requires the seller to deliver the lot to a designated city. Is the designated city United Nations in New York? Please provide the designated city so we can calculate the delivery costs associated with each lot. Answer 9:The designated FCA location will not be the United Nations in New York. The FCA delivery place will be the seller’s premises for the purposes of evaluation. Please note however that at the time of call-off order, UNOPS or the procuring agency may request, and the LTA holder must be able to quote for a different FCA point (such as the nearest sea port or inland named location). The procuring agency may also request different delivery incoterms such as CPT or DAP. However UNOPS reserves the right to award the freight component of any orders placed against the LTA to its designated freight LTA holders if this is deemed more cost-effective.

New clarification added: Question 7:In the ITB Section II, Under the tab Qualification Criteria 5, it is written that ' The bidder must be the manufacturer of the offered goods and have been in continuous business of manufacturing heavy type vehicles during the last 3 years'. As a trading company, together with manufacturer (JV) are we allowed to bid for this tender, or are only manufacturers of the MPVs are allowed to bid? Answer 7:It is possible for trading companies to partner with a manufacturer in a Joint Venture (JV) for this ITB. However the main bidder in the JV must be the manufacturer of the MPVs (i.e. Form A: Joint Venture Form should indicate that the manufacturer has the highest proportion of responsibilities between partners in % ). In terms of evaluation JVs will be evaluated as follows: 1) Eligibility/Formal Criteria - all JV entities must meet the criteria2) Qualification Criteria - all JV entities must meet criterion 1. The manufacturer in the JV must meet criteria 2 - 16 as a minimum to pass this stage of evaluation. The non-manufacturer in the JV may also provide documentary evidence/responses to demonstrate compliance with the criteria but the manufacturer must meet all the Qualification Criteria stipulated3) The Technical Evaluation and Facility Visit/Vehicle Testing stage will apply only to the manufacturer Please refer to the third amendment under this ITB for details of the JV evaluation method details and the 'Evaluation Methods Details' under the Particulars Tab

For information purposes only, bidders are to indicate whether right hand variants are available.Please refer to the revised file labelled 'Amendment 1_ITB_Section II Schedule of Requirements_Form D'. This document must be used when making your submission. Failure to do so may result in disqualification of your bid. Please be guided accordingly.

New clarification added: Question 6:A) Please clarify what UNOPS means by 'substantially compliant'?B) Is it possible for bidders to offer their respective standard design vehicle that is “similar” to the UNOPS technical specifications but does not fully comply with the stated specifications for the casualty treatment area for Lots 25 and 26 (Ambulance)? Answer 6:A) Substantially compliant means that bidders fully meet or exceed the criteria stipulated under the Eligibility/Formal Criteria, Qualification Criteria and Technical Criteria. Bids that partially meet the requirements will not be considered substantially compliant.B) No, it is not possible for bidders to offer their standard design vehicle if it does not fully comply with the stated specifications for UNOPS minimum requirements. By confirming compliance to the UNOPS technical specifications, the bidder agrees to modify their standard design (if applicable) to fully match the UNOPS requirements and abide by the price proposed in their financial proposals.

New clarification added: Question 4:Instead of Blast & Ballistic related Certificates for vehicle, can Material Certificates accompanied by Material Manufacturer's Recommendation Certificates be submitted stating that vehicle can resist required blast & ballistic threat by using their specific material and by following their design instructions.Answer 4:No, material certificates accompanied by Material Manufacturer's Recommendation Certificates will not be accepted further to Qualification Criteria 3 which states that 'all vehicle (not material) blast and ballistic test data results along with corresponding certificates' must be submitted as part of your bid.

New clarification added: Question 3: Is it possible to submit a bid where the bidder's vehicle has been designed to pass the 4a+b blast protection test but the test has not been fully completed? If the bidder aims to complete the tests by the end of Q1 2019 will UNOPS be able to accept the bid? Answer 3:Further to the qualification criteria we would need documentary evidence to demonstrate that your vehicle meets this blast protection level or confirmation from a government entity that the vehicle has passed the blast tests. This information would need to show that the required tests have been concluded by the time the ITB closes. Any bids that are not able to provide this will not be considered technically compliant.

New clarification added: Question 1:I see that the previous tender ITB/2018/3726 was finalized but I am unable to see who the awaded vendor was. Is that information available anywhere?Answer 1:The details of the award can be found by searching under 'Contract Awards' in UNGM and filtering by the ITB reference number. Question 2:How is this ITB different than the 2 previous ones ending in 3726 and 5230?Answer 2:This ITB includes quantity ranges for the various lots for each vehicle variant. The requirements for brakes for the logistics support and recovery vehicle have also been revised so that either disc or drum brakes are acceptable.
