Description
The United Nations is seeking to establish contracts for provision of Long Term Air Charter Services on a Stand-By (non-exclusive) basis, for Medium Fixed Wing Aircraft Services, to be used in support of UN Field Missions worldwide. The operator should, on a short notice, be able to fly in/out of the following Missions:
1) United Nations Mission for the Referendum in Western Sahara- MINURSO
2) United Nations/African Union Mission in Darfur – UNAMID
3) United Nations Organization Stabilization Mission in the Democratic Republic of the Congo- MONUSCO
4) United Nations Interim Security Force for Abyei – UNISFA
5) United Nations Mission in the Republic of South Sudan – UNMISS
6) United Nations Support Mission in Libya – UNSMIL
7) Multidimensional Integrated Stabilization Mission in Mali – MINUSMA
8) United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic – MINUSCA
9) United Nations Mission for Justice Support in Haiti – MINUJUSTH
10) United Nations Peacekeeping Force in Cyprus – UNFICYP
11) United Nations Interim Force in Lebanon – UNIFIL
12) United Nations Assistance Mission in Somalia – UNSOM
13) United Nations Office for West Africa and Sahel - UNOWAS
14) United Nations Assistance Mission in Afghanistan – UNAMA
15) United Nations Verification Mission in Colombia - UNVMC
16) United Nations Assistance Mission for Iraq - UNAMI
The Operator must be able to provide the following services:
• Passenger Transport;
• Cargo Transport;
• Troop Rotation;
• CASEVAC/MEDEVAC;
• Passenger Transport point-to-point (in emergency situations); and
• Ad-hoc Special Flights.
Aircraft Specifications:
a. Multi engines using jet A-1 fuel.
b. Two pilots and adequate flight attendant/s are required for each flight, extra crew desirable for extended operations.
c. Aircraft may be required to fly at any time, day (and when authorized, at night), but tasking will be scheduled within crew duty-day rules established by the State of the Operator.
d. High/Hot operational capability.
e. Aircraft must have the capability of flying in controlled airspace under IFR and must have the proper equipment to fly in IMC conditions.
f. Operated in compliance with Annex 6, Part III to the Convention.
g. Aircraft should comply with the regulations of the local CAA regarding the age restriction within the term of the contract.
h. All dangerous goods transported by air must be carried in compliance with ICAO Doc 9284. Typical Dangerous Goods (DG) includes fuel, compressed gases, medical supplies, batteries, and ammunition.
i. Aircraft shall have Field self-start capability. APU must be able to support aircraft loading and unloading operations.
j. Ground Power. When available with UN, the UN may provide GPUs at its main bases but aircraft APUs are to be available for use during all ground operations when and where ground power cannot otherwise be provided. At locations where UN does not have its own GPU, the air operator shall make their own arrangements at their costs from other available sources.
k. Aircraft must be certified RVSM compliant if applicable.
Requested Aircraft Capacities may include the following categories, and vendors are encouraged to respond if the aircraft does not meet exactly the below:
a) Capacity A: Aircraft with maximum passenger seating capacity between 20-40 seats (inclusive):
b) Capacity B: Aircraft with maximum passenger seating capacity between 41-50 seats (inclusive):
c) Capacity C: Aircraft with maximum passenger seating capacity between 51-60 seats (inclusive):
d) Capacity D: Aircraft with maximum passenger seating capacity between 61-89 seats (inclusive):
e) Capacity E: Aircraft with certified passenger and cargo configuration (e.g “Combi” or similar aircraft) passenger configuration maximum passenger seating capacity between 15-89 seats (inclusive):
Specific Requirements / Information
Participation Requirement for non-registered vendors:
For companies that are not yet fully registered as Flight Service Vendors with the UN Secretariat, eligibility criteria for participating in the upcoming RFP exercise are as follows:
i. Registration at Level 1. For more information please visit https://www.un.org/Depts/ptd/vendors/vendor-registration-0,
ii. Submit a copy of a valid Air Operator Certificate (including Operations Specifications) to be provided by email attached to this EOI Response.
iii. Submit Level 2 registration application and all documents required to register as Flight Service Vendors to the UN Procurement Division no later than the closing date of the upcoming RFP. New vendors will need to complete their registration at Level 2 and as Flight Service Vendors with the UN in order to be considered for a contract award.
