Health Technology Assessment (HTA) for Universal Health Coverage Consultant
Background
The Malaysian Health Technology Assessment Section (MaHTAS) is a section within the Ministry of Health (MOH), Malaysia, was established in August 1995 to provide input for formulation of policies and/or decision making related to health technologies based on scientifically rigorous evidence. MaHTAS was given the mandate to conduct health technology assessment (HTA), mini-HTA and rapid assessment on new and existing health technologies. The MaHTAS is given the responsibility to identify and, subject to evaluation, encourage adoption of new or novel devices and diagnostic technologies with potential to improve patient health outcomes and/or to drive efficiencies in use of health-service resources. MaHTAS has been developing HTA reports. Only few countries have developed medical technology guidance such as Canada and NICE in the United Kingdom (UK). MaHTAS would like to understand the core principles of NICE guidance and develop medical technology guidance similar to NICE in the UK.
Purpose/Specific Objective of the Activity
- To provide support on development of medical technology guidance based on health technology assessments or technology review reports and its implementation and provide training for MOH officers on the steps to develop medical technology guidance
- To develop a framework on pricing, reimbursement and benefit package based on health technology assessments or technology reviews reports and provide training for MOH officers on applying the framework
Strategic objectives
- Short term objectives are to build capacity for MOH officers, so they are able to develop medical technology guidance and implement the framework on pricing, reimbursement and benefit package
- Long term objectives are to assist policymakers and stakeholders with using HTA reports linking HTA to pricing, reimbursement and benefit package.
Description of activities to be carried out
- Desk review
- Workshop convened
- Travel to Malaysia from home country, in economy class using the most economical route and most direct (ticket to be issued by WHO) if applicable
- Five days in Ministry of Health, Putrajaya with per diem according to WHO rules and regulations (TA to be raised by WHO)
Method(s) to carry out the activity
- Output/s
- Output 1: To provide support on development of medical technology guidance based on health technology assessments or technology review reports and its implementation and provide training for MOH officers on the steps to develop medical technology guidance
- Deliverable 1: Outline steps and process to develop medical technology guidance based health technology assessments or technology review reports.
- Deliverable 2: To design and participate in three-day workshop to build capacity for MOH officers on medical technology guidance development.
- Output 2: Develop a framework on pricing, reimbursement and benefit package based on health technology assessments or technology reviews reports and build capacity for MOH officers on applying the framework.
- Deliverable 2.1: Develop a framework on pricing, reimbursement and benefit package based on health technology assessments or technology reviews reports.
- Deliverable 2.2: To design and participate in two-day workshop to build capacity for MOH officers based on applying the framework.

Education/Qualifications
An advanced Degree/Masters/PhD in International Health Technologies Assessment/Health Economics/Global Health or other relevant postgraduate qualifications
Experience
Broad experience in HTA and health economics with involvement in health technology guidance development and implementation as well as in pricing, reimbursement and benefit package. Active involvement at international level in this area either in HTAi, INAHTA or ISPOR.
Skills
-Excellent knowledge in health technology assessment (HTA) for universal health coverage and able to design, conduct and facilitate training;
-Good knowledge and technical skills in linking HTA to pricing, reimbursement and benefit package for health technologies
-Good knowledge and skills in developing guidance based on HTA reports
Languages
English (Read - Write - Speak / Expert or Intermediate)
Additional information
WHO will review all the proposals and take the best proposal, based on the prevailing industry rates.
