Baseline study for reparation programmes in DRC
It is anticipated that the International Criminal Court (hereafter referred to as the ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation for the provision of a Baseline study for reparation programmes in Democratic Republic of Congo. In this connection, the ICC is requesting expression of interest from qualified firms.
Scope of Work Summary
Background Information
The Trust Fund for Victims’s (TFV) mission is to respond to the harm resulting from the crimes under the jurisdiction of the ICC by ensuring the rights of victims and their families through its dual mandates: the provision of reparations and assistance.
Its dual mandates are to provide:
1. Reparations: implementing Court-ordered reparations awards against a convicted person when directed by the Court to do so;
2. General Assistance: using voluntary State contributions and private donations, to provide victims and their families in situations where the Court is active with physical rehabilitation, material support, and/or psychological rehabilitation.
Objectives
TFV together plans to carry out a baseline study at the inception phase of these reparation programmes to inform the implementation context, track success in achieving programme objectives, evaluate the impact of the programme at multiple levels (midterm & end term )and possibly establishing institutional knowledge about processes and activities for subsequent reparations orders.
The main purpose of this assignment is to:
- design study methodology,
- sampling strategies as well as sample size of the study
- determine study sites including control groups
- develop research protocol and organize and collect baseline data
- produced study report and
- organize results dissemination workshops
Deliverables
The services will include but not limited to the following:
- Study protocol, research methodology and instruments,
- questionnaires, workshop agendas, etc. necessary to implement the methodology
- Inception report including desk review
- First draft of the study report and presentation of emerging results
- Final report
