Description
The United Nations (UN) is seeking Expressions of Interest (EOI) from reputable Information Systems vendors for a state-of-the-art software food rations management system to be deployed to 13 field missions being supplied with food rations. The United Nations currently operates a number of commercial contracts for the provision of food rations to approximately 100,000 police and military personnel from its troop contributing countries (TCCs) that perform peacekeeping duties throughout the world. The proposed system is intended to optimize UN food rations operations by leveraging a commercial-off-the-shelf (COTS) package capable of operating on a satellite-based communication infrastructure with low-bandwidth and high latency conditions at multiple locations of the world. The Food Rations Management System is envisaged to incorporate key functions to manage all food ration operations in field missions. These include but are not limited to the following functionalities: 1. Ingredient, recipe and menu planning 2. Based on menu plans, food order generation, validation against financial and nutritional metrics, order processing and tracking 3. Quality assurance and certificate management 4. Automated receipt and inspection including order matching with delivery notes 5. Inventory management including shelf-life management, reserves and operational stock management 6. Invoice processing including automatic reconciliation between order, delivery note and invoice 7. Contract management including Not-to-exceed (NTE) amount tracking, reporting capabilities and performance measurement The solution must have the ability to operate as an on-demand or on-site solution with features for a tight integration with other United Nations systems for procurement, budget and finance. Preference may be given to those systems offering full out-of-the box solutions and/or standardized SAP interfaces to relevant modules for later ERP integration.
