The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit a bid in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB), for the following items:
Based on the results of this competitive bidding exercise, UNOPS intends to enter into non-exclusive Long Term Agreement(s) (LTAs) with the successful Bidder(s) for the supply of an indefinite quantity of the specified products in support of UNOPS’ operations. In the event of UNOPS signing Long Term Agreement(s), the following shall apply:
- Multiple vendor LTAs
- The agreements shall be valid for three (3) years, and with good performance of the supplier, the option to renew the LTAs for two additional periods of one (1) year each under the same terms and conditions for a maximum five (5) years.
- The LTAs would be open to use for UNOPS office in Geneva and other local organization within the United Nations System that wishes to avail of such terms, after written consent from UNOPS Geneva.

On the UNOPS eSourching portal, in Vendor Submission -> Document Checklist section, kindly suggest what documents we need to submit for the following: - Document name: Corporate certifications: Microsoft Certified Partner and/or Microsoft Cloud Service Provider - Document name: Microsoft Certified Professional (MCP) certification (for key personnel)A1: In both of the above cases bidders can submit either a scanned copy of your certification or a screenshot of the certification.Q2. For Lot 2, kindly elaborate the Job Description for the role of Senior Developer and Junior Developer.A2: The job description will vary from project to project but will require in all cases the development of web applications – most likely .NET, LAMP, et cetera.Q3. In Form F: Price Schedule Form, for Lot2, Lot 3 and Lot4, there is no provision for On-site Unit rate. Should we add a rows in the given table to submit Off-site rate and On-site rates for each role? New clarification added: Q10: Ref.: Schedule_of_Requirements: Specific Requirements, Activities and Key Personnel for each LOT: For LOT 2 and LOT 3, we are providing named resumes for identified roles with the suitable skills as per the Schedul of Requirements. Our understanding is that, on signing of the LTA with the selected vendors, these roles/skills will be called upon based on the specific project requirements of UNOPS and other UN organizations, as and when rquirement arises during the validity of the LTA. Could you please let us know the lead time required from raising the project requirement for a partcular role/skills to deploying the resources at both onsite and offshore locations respectively? We would request this clarification especially under the premise that all the roles/resources will be not be deployed in the projects from day one of the LTA, and there will be a regular demand planing between UNOPS and the vendor.A10: Your understanding is correct. UNOPS does not know what the lead time requirements are at this point as they will likely vary case by case. They would be determined on a per-project basis.

Schedule_of_Requirements-LOT2: For modifying website layout/design - do you also require UX Designers profiles who can create Visual Designs and UI Developers profile to convert Visual Designs to HTML templates to integrate for the web pages?A6: UNOPS cannot provide more information at this stage since these needs may be requested by some specific partners/projects. For example, UNOPS hosted entity, Stop TB, has no current requirements under this lot. At this time we do not know what needs other offices may have in the future. The bidders are required to provide general rates for these services as per schedule of requirements and price schedule form.Q7: Ref. Schedule_of_Requirements-LOT3: We assume that SharePoint platform shall be provided by UNOPS and the vendor will be only responsible for development, revision and maintenance. Could you please confirm? If it shall be provided by UNOPS, what is/are the version(s) of SharePoint present in UNOPS environments? If it will not be provided by UNOPS, what is the preferred version of SharePoint by UNOPS? Will the license and hosting infrastructure be provided by UNOPS? Stop TB will have a SharePoint platform in place and license and hosting is provided. The version is 2016. However, different partners/projects may have different needs. The bidders are required to provide general rates for these services as per schedule of requirements and price schedule form.Q8: Ref.: Returnable Bidding_Forms_Updated: LOT3: The range of activities specified in the Schedule of Requirements & Returnable Bidding Forms for LOT 3 vary across a wide range and hence may require resources with a wide array of experience in specific technology area as well as number of years of experience. Could you please elaborate, as much as possible, on the specific skills required, e.g. SharePoint Archiecht, Designing and Managing SharePoint Farms, etc.A8: Different UNOPS partners/projects may have different needs. The bidders are required to provide general rates for these services as per schedule of requirements and price schedule form. For example Stop TB has a single SharePoint site for the organization. Stop TB does not require the design or management of a SharePoint farm. Stop TB will require the design and management of team sites. Stop TB intends to use SharePoint to store and manage all their files thus bidders are expected to mention whatever skills and resources they feel are necessary to provide these services.Q9: Ref.: ITB_Section_I_Instruction to Bidders: Could you please confirm if the infofrmation required in certain sections of the Form G - Technical Bid Form, could be provided in a Power Point presentation format and enclosed with the Returnable Bidding Form Document? This will enable us present the information and in a more comprehensive manner.A9: This is perfectly fine. Bidders are welcomed to submit any additional information in different format, which will support their proposed solution/methodology in the technical submission.

New clarification added: Q1: Ref: Schedule_of_Requirements - Management & Reporting: The requirement that "The contractor must operate and maintain a web-based Helpdesk Tracking system. - we understand that the bidder should propose a web-based helpdesk system. Could you please let us know if the license for such helpdesk system would be procured by UNOPS and handed over to the vendor? If the vendor is to procure and price the license cost, could you please advise where to reflect this in the Price Schedule Form - Form F - for LOT 2 and LOT 3?A: The bidder is required to have this in place as part of their offering. No license for this will be procured by UNOPS nor do we expect to see a price for it. Q2: Ref: Returnable Bidding_Forms_Updated - Form E: Bid Submission Form: Form E - Bid Submissions Form, para c) requires total price of our bid. However, Form F-Price Schedule Form (LOT 2, & LOT 3) - only hourly rate for the defined roles are to be given. Could you please let us know what is expected in the total bid price, especially since we do not have any work-volume related information to arrive at any total price?A: Kindly note the updated Form F - Price Schedule form of the Retunrable Bidding Forms. While subtotals are requested, these are necessary for the price comparison in the evaluation done per different lots. Since the purpose of this tender is to establish LTAs with catalogue list of items, indeed various projects will have different costs based on specific needs, which will be requested and quoted individually based on already agreed rates (through provision of this table with rates for each profile).Q3: Returnable Bidding_Forms_Updated - Form F: Price Schedule Form: For LOT 2 & LOT 3, hourly rates for the defined roles are to be given. Could you please advice as to how we can provide separate onsite and offshore rates for the defiend roles in these LOTs. New clarification added: In Returnable_bidding_Form, Section G/All LOTs/Question 1.5Q: We assume "Organization's commitment to sustainability" falls in the scope of Project Execution & its sustainability. Could you elaborate? A: UNOPS would like to know what measures / practices bidders will put in place to ensure the sustainability of their solutions.Question: In Returnable_bidding_Form, Form F: Price Schedule FormQ: What metric is to be used for Sub-Total & Grand-Total? For Eg: Is Sub-Total for Lot 1 equal to the sum of Hourly rates of Resources, Microsoft Office 365 Suite unit license cost and Antivirus solution unit cost? And is Grand Total equal to Sum of Sub-Totals as described above?A: Please note the updated Form F - Price Schedule Form of the Returnable Bidding Forms, As for the subtotals, this is necessary for the sake of price comparison when UNOPS conducts the evaluation which will be done per different lots. Since the purpose of this is to establish a catalogue of items under the LTA, with fixed prices per different profiles/components, later on different UNOPS projects can request specific quotes in line with their needs (based on already established list of unit prices).

We assume that it is expected from the Vendor resources to use Office 365 stack, as a channel for communication, incident logging etc for carrying out support. Please confirm.A1: Bidders are free to use whatever platforms they have/prefer for communication, incident logging, et cetera for carrying out support, as long as it responds to the ITB requirements.Section G/Lot1/Question 1.6Q1. Is it expected from the vendor to proposes a new solution for windows 10 management. Please clarify.A1: The vendor should be prepared to manage Windows 10 and any other version of Windows that may be in use as well as be prepared to migrate clients from one version to another. For example Stop TB (UNOPS hosted entity) currently uses Windows 7 but would like to migrate to Windows 10.Section G/Lot1/Question 1.7Q1. Is it expected from the vendor to propose any assesment or implementation plan or just add activities if it is not covered in schedule of requirement document. Please clarify.A1: Bidders are exected to provide their understanding, assessment and implementation plans detailing how they will carry out the requested activities.Section G/Lot1/Question 1.8Q1. As you are aware office 365 license comes with multiple options, could you please sepcify which office 365 stack your looking at Enterprise(office 365 plus,E1,E3, E5)/ Bussiness(O365 bussiness/premium/essentials)A1: For example, Stop TB uses Business Premium Office license. As services under this LOT would be under an LTA, it implies service delivery based on various different needs for UNOPS and its partners and projects. The bidders should explain what technologies they are able to support. For example, Stop TB Partnership (one of UNOPS hosted entities) will use Drupal for its website so that would be desirable for that particular project. Different various solutions are welcomed.15.2: Which version of Drupal is currently being used?A15.2: Stop TB Partnership currently uses Drupal 7. Coud you please confirm our understanding is correct?A11: Correct, if one bidder applies only for one or multiple lots, then the proposal shall be for that/those particular lot(s). Otherwise, if the bidder applies for all lots, the proposal shall be all-inclusive and provide relevant information to explicitly cover for all envisaged lots.

English (French is desirable but not mandatory). What is the expected volume of Support tickets by priority in a given month (Please share last years trend if it is difficult to estimate) A: It will depend from different organisations/clients needs.What are the expected number of users who require office365 accounts? How many of these are new accounts and how many renewals? A: Same as previous. E.g for one entity Stop TB the average volume of support tickets is 70 – 75 users renewed each month.How many servers are to be covered part of Server and Workstation maintenance and support. How many of these are on cloud and how many on-premise? A: Same as previous. E.g for one entity Stop TB there are no servers needed at current.Q LOT2:How many applications are to be migrated from current platform to newer platform? A: It will depend from different organisations/clients needs.Apart from Drupal and Database Technologies (MS SQL Server, Oracle, My Sql), what are the web technologies used (Please specify among these if applicable Java, .Net, PHP, MEAN stack etc.) A: Web technologies are likely to be .Net and LAMP though some organisations may use Java, PHP, MEAN, and any number of others. Proposing a certain PM methodology over another one will not have a direct imapct in the evaluation, but rather the overall methodology will be evaluated against the given set of criteria. Bidders are welcome to provide the same or different methodology depending on their work practices.Q9.2: Can you please specify the evaluation criteria and their weightage in points/marks?A9.2: The evaluation criteria is already mentioned per different lots. We will appreciate the inputs from your team on the same.8.1: How many vendors are going to be empanelled under this LTA? A8.1: UNOPS intends to establish multiple vendor LTAs under the different lots.8.2: Are there any existing vendors who are providing the said services? If so, what are the common issues or areas of improvement where the new vendors can improve upon? A8.2: Currently UNOPS engages with different suppliers for different projects/partners. Through the Schedule of Requirements of this tender UNOPS intends to cover for all existing and future needs that it may have including the time of response, variety of services and flexibility from the selected suppliers to have readily available staff that is easy to deploy and be ready to provide both on and off site service as need be.8.3: Could you please help us understand the workload (in man days) expected per year (for onsite and offshore) as a part of this LTA engagement? A8.3: UNOPS cannot provide the estimated man/days in one year since the services will be provided based on diferrent needs of UNOPS projects and partners, thus these may differ, including the request for on and/or off site service provision. The bidders are expected to demonstrate their capability for covering for the needs including availability of its proposed key personnel.8.4: Please confirm if services for LOTS 2,3 and 4 need to be provided remotely from offsite only OR the proposed staff needs to travel onsite at Geneva as well? A8.4: Services required for LOT 4 only can be provided off-site. However, as per qualification criteria for LOTs 1, 2 and 3, the Company must have a representative office registered in Switzerland or France and have the authorization or proof to legally work and/or provide services in the Geneva Region. The company must be able to provide on-site consultants.8.5: Apart from Geneva are there any other possible locations, where the resources may be required to travel to? A8.5: No, the LTAs will be for UNOPS Genva and its partners, including potential other local UN agencies.8.6: For a vendor to be empanelled under this LTA, is it mandatory to bid for all the Lots? A8.6: UNOPS will conduct evaluations per different lots as per different set of criteria. Therefore bidders can submit a bid for one, several or all of the LOTs.8.7: What will be the lead time to submit the CVs upon receipt of request? A8.7: CVs of requested key personnel must be submitted part of the bid through the Form I: Format for Resume of Proposed Key Personnel of the Returnable Bidding Forms.8.8: Please specify if there are any other specific requirements regarding onboarding of staff at UNOPS Geneva location? A8.8: As of now all the minimum requirements are stiulated in the Schedule of Requirements. New clarification added: Q7: Evaluation Criteria (in context of Lot 1, 2 and 3) mentioned on the UNOPS esourcing portal specifies that “The Company must have a representative office registered in Switzerland or France and have the authorization or proof to legally work and/or provide services in the Geneva Region. The company must be able to provide on-site consultants.” We are an IT services company having registered office in Hannover, Germany. We have been leveraging operational capabilities of this office to provide onsite consultants to other UN organizations in Europe. Please confirm if we qualify to bid for Lot 1,2 and 3 based on the above-mentioned clause.A7: Based on the evaluation criteria mentioned for LOTs 1, 2 and 3, the company must be able to provide on-site consultants and as time as the company has a fully staffed office within 30km of Geneva, Switzerland at the time of submission of their bid (LOT 1) and a representative office registered in Switzerland or France and has the authorization or proof to legally work and/or provide services in the Geneva Region (LOT 1, 2 and 3)., it will qualify to apply for services under these lots.

New clarification added: Q6: Can you please let us know if the execution of the work is going to be made only with on-site presence of the external resources or if you expect that there will be tasks that will be asked to be executed off-site from the premises of the contractor. If off-site work is envisioned, is there any indication of the split between on-site and off-site work and is there any limitation for the distance between the premises of the contractor and the premises of the UNOPS?A6: The services may be expected to be provided both on and off site, as stipulated in the Schedule of Requierements and based on different needs of different projects. Currently there is no indication of the split between on and off site work since UNOPS has different projects and partners and needs may be different. Also, there is no limitation beteen the premises of the contractor and premises of UNOPS, as time as the general criteria in different lots is met: the bidders must have a fully staffed office within 30km of Geneva, Switzerland at the time of submission of their bid (LOT 1) and the companies must have a representative office registered in Switzerland or France and have the authorization or proof to legally work and/or provide services in the Geneva Region (LOT 1, 2 and 3).
