CONSULTANCY- REVISION OF THE STANDARD WORKING PROCEDURE FOR PHYSICAL REHABILITATION IN CAMBODIA
Background
The rehabilitation sector in Cambodia began in the early nineties and has gone through different phases of development and reforms. It started with the provision of physical rehabilitation services at a few physical rehabilitation centres (PRCs), mainly as a response to landmine/Explosive Remnants of War (ERW) survivors with the financial and technical support of international organizations and non-governmental organizations (IOs/NGOs).
After nearly two decades, there is now a plan to transition provision of physical rehabilitation services from IOs/NGOs to the government. As part of this transition plan, the Persons With Disabilities Foundation (PWDF) was established in 2010 as a public administration institution, with a broad range of responsibilities including management of the PRCs. As a relatively new institution, PWDF still has limited capacities, including technical and managerial, to ensure and sustain quality of services across PRCs.
The World Health Organization (WHO), in partnership with the United Nations Children’s Fund (UNICEF) and United Nations Development Programme (UNDP) Cambodia, is currently implementing an Australian Government-funded 5-year Joint UN program called the Disability Rights Initiative Cambodia (DRIC). The WHO’s component of the DRIC is to support Rehabilitation System Strengthening in partnership with Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), PWDF, rehabilitation IOs/NGOs and other counterparts.
In 2012, MoSVY adopted the Guidelines on Physical Rehabilitation, which are a set of standard working procedures to ensure quality of services at the PRCs. However, there is a need to implement the Guidelines and standardize working procedures across the PRCs. Additional procedures also need to be developed as part of these Guidelines, especially to guide scope of intervention, human resource, financial and logistics management, and establishment of quality assurance systems across all PRCs. The Joint Management Response to the DRIC mid-term evaluation included revision of these Guidelines (Standard Working Procedures) as an activity because of its importance in strengthening the management capacity of PWDF and PRCs, and for justifying increased budget allocation with the Ministry of Economic and Finance.
To support achievement of this aim and to support the transition of the physical rehabilitation services from IOs/NGOs to MoSVY and PWDF, WHO plans to support MoSVY and PWDF to revise the current Guidelines (Standard Working Procedures) to make it comprehensive and practical to the current context.
Purpose of the Consultancy
With WHO Cambodia’s guidance, the Short-Term Consultant (STC) will support MoSVY, PWDF, rehabilitation IOs/NGOs and relevant counterparts to revise the current Guidelines on Physical Rehabilitation (Standard Working Procedures) to ensure quality across the PRCs in Cambodia.
Terms of reference for the STC
- Work closely with PWDF, the Department of Welfare for Persons with Disabilities (DWPwD), the rehabilitation IOs/NGOs, national professional associations, representatives of persons with disabilities and WHO Cambodia.
- Collect existing relevant documents, including the sub-decrees, Prakas related to the establishment and functioning of PWDF and PRCs, Complementary Package of Activities (CPA) for Referral Hospital, Minimum Package of Activities (MPA) for Health Centre.
- Organize consultative meetings including focus group discussions and with key informants including PWDF and rehabilitation IOs/NGOs to review existing policy, guidelines and/or procedures relevant to this assignment.
- Propose a structure for the revised Guidelines (Standard Working Procedures) which should include chapters on Scope of PRC, Package of PRC services, Management structure of PRC, Human resource, Financial management, Information management, Infrastructure, etc.
- Develop a final draft revised Guidelines (Standard Working Procedures) and submit documents collected from relevant government and non-government counterparts during the consultative process.
Methods to carry out the activity
The consultant will be under the guidance of WHO Cambodia, supervised by the WHO Representative and the NCD and Health through the Life-Course (NHL) Technical staff. The consultant will work closely with the NHL unit and other technical units as needed to meet program objectives. Additionally, the consultant will be working in consultation with PWDF, DWPwD, representatives of the selected PRCs, rehabilitation and health partners and other relevant institutions.
- Review key documents including the sub-decrees, Prakas related to the establishment and functioning of PWDF and PRCs, CPA, MPA and other policies, guidelines and procedures currently used at PRCs and PWDF levels.
- Hold consultations with key stakeholders, including but not limited to PWDF, DWPwD, PRCs, representatives of Handicap International (HI), Exceed Worldwide, International Committee of the Red Cross (ICRC), Veterans International Cambodia (VIC), Physical Therapy and Prosthetics and Orthotics Professional Associations, and other counterparts.
- Prepare and facilitate a consultative workshop to obtain feedback on Zero Draft.
- Review and incorporate feedback from PWDF, DWPwD, PRCs, Representatives of HI, Exceed Worldwide, ICRC, and VIC, Professional Associations of PT and PO, and other counterparts.
- Finalize draft revised Guidelines (Standard Working Procedures) and share supporting documents.
Planned timelines (subject to confirmation)
The process is organized in two phases:
- First phase: Start from early December to the end of December 2017
- Final phase: Start from early January to the end of February 2018
Output and deliverables
Output 1: Facilitation of consultative meetings with key stakeholders including key informant interviews and focus groups discussion with PWDF-IOs/NGOs directors group and the Steering committees within PWDF; and development of the draft Guidelines (Standard Working Procedures) and its supporting documents.
- Deliverables:
- Tentative schedule to support this assignment in consultation with PWDF and WHO.
- Collate and submit relevant documents and tools to support development of the Guidelines (Standard Working Procedures).
- Proposed outline of this new Guidelines (Standard Working Procedures).
- Zero draft for consultative meeting to obtain comments from PWDF, DWPwD, IOs/NGOs, WHO and key counterparts.
Output 2: Finalization of the draft Guidelines (Standard Working Procedures) and its supporting documents, developed in consultation with and incorporating feedback from PWDF, DWPwD, IOs/NGOs, WHO and key counterparts.
- Deliverable:
- Final complete draft of revised Guidelines (Standard Working Procedures) including supporting documents, acknowledgement list and references.

Specific requirements
- Education: Advanced university degree in health, social sciences, or related fields
- Competency/Experience:
- At least 7 years of experience in development of relevant policies, guidelines or procedures in the field of rehabilitation or health.
- Proven experience in/knowledge of the health sector or rehabilitation fields.
- Knowledge of CPA and MPA within the Cambodian health sector is needed.
- Strong oral and written communication skills.
- Proven ability to communicate and collaborate effectively with various partners including the government, UN, international and national organizations and associations and other key stakeholders at subnational and national levels.
- Excellent organizational and time management skills.
- Proven ability to work independently, with sense of initiative and excellent conceptual and analytical capacities.
- Strong interpersonal skills with ability to work with people from different backgrounds to deliver quality products within short timeframe.
- Language Requirement:
- Excellent written and verbal communication skills in English.
- Ability to communicate in and read Khmer language is preferred.
Place of assignment and local travel
- The STC is expected to be in Cambodia to hold consultative meetings, the consultative workshop and to finalize the draft document. The contractor is expected to use his/her own laptop. WHO Cambodia will provide logistical support.
- Local transportation in Phnom Penh will be the consultant’s own responsibility but transportation to the provinces will be covered by WHO.
International travel
- All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
- Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
