New clarification added: Question: How 'sustainability' be interpreted in Section 1.5 of Form D: Technical Proposal Form: Describe your company’s over-all commitment to gender, diversity and sustainability and demonstrate how you plan to integrate these measures in the execution of the contract for the outlined services.Answer: While it is the Offeror's responsibility to suggest an approach to sustainability, examples on how UN is committed to sustainable solutions can be seen here http://www.un.org/en/sections/general/un-and-sustainability

New clarification added: Question: What is the difference between "position" and "title" on the resume form (Form E)? Answer: "Position" should refer to the job title (e.g. Communications Manager). "Title" should refer to the form of addressing (e.g. Mr. Ms)

New clarification added: Question: The RFP mentions that you would like the agency to “Develop a new approach for and update content on the RBM Partnership website.” Could you clarify the exact deliverables you’re looking for around your website? For example, are you expecting the agency to redesign the website?Answer: RBM Partnership only expect the agency to assist in refreshing and developing new content for the website. Design and technical aspects will be taken care of by our other contracted suppliers.Question: Will the agency be expected to take part in regular meetings of the Strategic Communications Partner Committee? If so, what is the frequency of those meetings?Answer: Yes, the agency is encouraged to take part in one face to face annual meeting of the Committee, and to attend monthly and quarterly conference calls with the Steering Committee and Partners.Question: What is the coordinating approach with the 500 partners currently and how exactly will the PR firm be involved?Answer: With reference to Section II Schedule of Requirements item III Objective; this is part of the expected deliverable on engaging the RBM Partners. RBM is looking for the agency to help in identifying the most effective approach to coordinate the activities of the partners, especially around key RBM-led events such as World Malaria Day.Question: We prefer to keep our financial forms confidential. Is it possible to email those to one specific person rather than post them in the portal?Answer: No this is not possible. The only method of submission is through the e-sourcing portal, any other form will lead to disqualification. The evaluation panel is only able to access the Form C: Financial Proposal Form for bidders that pass the minimum threshold of 70% on the technical evaluation, thereafter the cumulative analysis is applied where the Technical Evaluation weight is 70% and the Financial Proposal 30%. The financial information is not posted in any fora during the process and the evaluation is strictly confidential. Only the value of the winning proposal will be shared on UNGM.

New clarification added: Question: Section III, Form B Proposal Submission Form: While it is clear that there should be “No alterations to its [the form’s] format shall be permitted and no substitutions shall be accepted”, are we permitted to submit supplementary materials [e.g. to support our Proposed Methodology, Approach and Implementation Plan, on Form D]?Answer: Yes, bidders are free to upload a presentation in their own format wither as a stand-alone document under the ‘document’ tab or as an Annex to the Form D technical Proposal Form. Question: The Section III, Form F: Performance Statement Form states “Name of Offeror”, how is this meant? Is this for UNOPS’ use, as opposed to the “Offerors”?Answer: The terminology ‘Offeror’ refers to the company/party submitting a proposal as a response to the RFP and the function of Form F is to give the bidder an opportunity to clearly highlight previous similar experinces.

New clarification added: Question: The template for the response is simple. Is that the only format to respond, i.e. no opportunity to include a presentation?Answer: Bidders are fee to upload a presentation in their own format through the documents tab. Please add your additional document as an Annex to the Form D technical Proposal Form or as a stand-alone document. Question: You have provided your business objectives but what are your communications objective?Answer: Section II: Schedule of Requirements, III. Objective states the following “The RBM Partnership’s communications objective is to implement a coordinated global communications strategy for malaria that engages and reaches partners, decision-makers and influencers to help drive political will and mobilize resources that will accelerate global, regional and national efforts to end malaria”.
