Background
The office of the WHO Representative for the South Pacific and Director, Pacific Technical Support (WRSP/DPS) is providing technical support to the 21 Pacific countries and areas.
In 2010, the WHO Western Pacific Region expanded the role of the WHO Representative Office in the South Pacific, establishing the Division of Pacific Technical Support (DPS) based in Suva, Fiji to provide tailored technical support to the 21 Pacific Island Countries and areas. In the Pacific, WHO technical assistance is provided through seven WHO country offices located in Fiji, Kiribati, the Federated States of Micronesia, Samoa, Solomona Islands, Tonga and Vanuatu. DPS coordinates a holistic and Pacific island-specific approach to health issues and has improved responsiveness to Pacific island issues, having a clear communication channel through the WHO focal points by country/area.
Strengthening WHO’s efforts in the communication arena is essential in order to proactively provide timely, reliable and efficient public health related information to Pacific Island Countries and areas, partners, communities and individuals and to promote WHO’s work. Therefore, there is a critical need of technical assistance to facilitate the efforts to improve DPS’ capacity on communications to aid in asserting WHO as the leader in public health for policy, guidance, and standards in the Pacific, in raising the visibility and awareness of WHO's work in the Pacific; and in identifying and publicizing WHO’s best practices and success stories.
Tasks
In collaboration with WHO Division of Pacific Technical Support (DPS), the contractual partner should be able to:
- Conduct desk review of the new strategic communications framework for the Western Pacific and related WHO communications document;
- Develop a sound concept note that would serve as DPS’ corporate document in discussing with partners;
- Conduct interviews and facilitate discussions with relevant staff and partners in the Pacific Island Countries;
- Develop a tailored and efficient communications plan/strategy for DPS, which would include strategies to effectively enhance WHO’s visibility in the Pacific given the different bottlenecks of communication; and
- Identify concrete action plans in promoting the work of WHO in the Pacific and in effectively communicating to the partners in the Pacific. This document will also serve as the main guidance document for all Pacific country offices.
Outputs
- Enhanced concept paper on DPS communications; and
- Strengthened DPS communications capacity – DPS communications action plan
Required profile of the contractor
Qualifications required
Postgraduate degree in communications or in other relevant fields.
Experience required:
Minimum of 10 years work experience in communications both in national and international levels. Experience in successfully managing health communications activities and programmes, including social media.
Skills / Technical skills and knowledge:
Extensive knowledge and experience in strategic communications, partnerships; and good writing skills.
Language requirements:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage
