Background

 

Since 2008, UNDP has been providing technical assistance for the strengthening of the electoral system in Honduras in terms of legal, regulatory and institutional frameworks and associated dialogues with political parties and civil society. It is also supporting the National Population Register to increase registration and access to citizen identification for better inclusion and access political, social and economic rights of the population.

 

As part of technical assistance to strengthening electoral systems, the Supreme Electoral Court (TSE) would like to assess the feasibility of applying electronic voting/ electronic counting (e-voting). These terms of reference are for recruiting an experienced International Consultant to assess the technical feasibility of E-voting and provide a technical advice in this respect to the Supreme Electoral Court Commissioners.

 

Objective

  • In his study, the International Consultant will identify the legal, technical/ technological and financial requirements, as well as institutional (implementing bodies, oversight actors, etc.) and training needs associated with the development and application of an E-voting system in Honduras, based on international experience and standards.

 

Functions / Key Results Expected

 

Under the direct supervision of the Project Coordinator, the International Consultant is responsible for the following:

 

  • Conduct a comprehensive desk review of the relevant national legal framework, relevant studies, research, reports, recommendations and international best practice on e-voting;
  • Conduct meetings and interviews will all relevant stakeholders (TSE, central and local public authorities, political parties, representatives of the civil society) to define their needs and preoccupations;
  • Analyze the existing infrastructure, including but not limited to the communications platform;
  • Familiarize with the State Register of Voters (Census) and the TREP system (Preliminary results transmission system);
  • Prepare a feasibility study on the implementation of such a system in Honduras including (as a minimum) legal, technical/ technological and financial requirements, as well as institutional (implementing bodies, oversight actors, etc.) and training needs;
  • Conduct a roundtable-discussion with TSE and other key-stakeholders to present the main findings of the feasibility study;
  • Prepare the final report including feedback received from TSE and UNDP.

 

Expected output and deliverables

The expected deliverables to be achieved are:

  • Inception report on the preliminary findings, including a comprehensive desk review of the relevant legal framework, relevant studies, researches, reports and international best practice on e-voting.
  • Mid-term report, including a comprehensive review of relevant national legal framework, relevant studies, research, reports, recommendations and international best practice on e-voting;
  • Executive Presentation to the TSE on the main findings of the feasibility study including: legal, technical/ technological and financial requirements, as well as institutional (implementing bodies, oversight actors, etc.) and training needs
  • Final report including:
    • The above-mentioned review;
    • Feasibility study on the implementation of such a system in Honduras with (as a minimum) legal, technical/ technological and financial requirements, as well as institutional (implementing bodies, oversight actors, etc.) and training needs;
    • A summary of the main requirements for an e-voting system;
    • Annexes including description of technological systems, institutional set-up (current and needed for the implementation of an E-voting system); financial analysis; minutes of meetings and roundtables, etc.
