Description

The WHO programme on HIV is guided by the Global Health Strategy for HIV 2011-15. Its goals are consistent with getting to zero: UNAIDS Strategy 2011-15 and other international commitments as for example the Millennium Development Goals. A new Global Health Strategy 2016-21 is under Development. The objective of the Department of HIV is to lead an effective, organisation wide HIV effort to support member states in the implementation of the strategy. The HIV Department provides technical and strategic leadership in key technical areas, and leverages the capacity of other HQ departments to contribute to the broader HIV programme.

                                     

Within the HIV Department, the contractor will work with the Strategic Information and Planning (SIP) Unit

 

Main Tasks and deliverables:

The contractor is required to provide the following deliverables:

 

1. Task: Development of the updated guidance document for the 2016 Universal Access (UA) Health Sector and Global AIDS Response Progress Reporting (GARPR) through consultations with strategic information regional focal points and technical teams.

Deliverable: Template of the guidance document incorporating technical input  from strategic information regional focal points and technical teams.

Timeframe: Month 1, 2016

 

2. Task: Preparation for the joint online data entry tool for the 2016 Universal Access (UA) Health Sector and Global AIDS Response Progress Reporting (GARPR) through consultations with strategic information regional focal points and technical teams.

Deliverable: Worksheet for Universal Access health sector indicators consolidating and incorporating  proposed revisions to indicators serving as a basis for the online data entry tool.

Timeframe: Month 2, 2016

 

3. Task: Validation and verification of data submitted through the GARPR process quality including:  participation in data reconciliation meetings with partners. 

Deliverable 3.1: Validation templates for data collected on the Universal Access and Global AIDS Response Progress Reporting (GARPR) indicators.

Timeframe: Month 3,4,5,6 in 2016

Deliverable 3.2: Formatted  data to match the specifications of target systems, and matching data to existing datasets (for example, for the Global Health Observatory)

Timeframe: Month 7,8,9 2016

Deliverable 3.3: Minutes of meetings completed

Timeframe: Month 6, 2016

 

 

4. Task: Support the production of a report though the various phases of the publication process: planning, content development, production,  translation and printing. Specific tasks  include: a) support of regular consultations with the editorial group, and when necessary with strategic regional focal points and technical units in HIV/AIDS Department; and b) support the follow up on each phase of the publication process.

Deliverable 4.7: Proof read English version and checked report version after lay-out.

Time frame: Month 10

 

 

5. Task: Development of the Country Intelligence System, including consolidation of technical input and  support monitoring its timely implementation.

Deliverables 5.1: Tracking sheet developed for SIP unit for monitoring the country intelligence system development

Timeframe: Month 1

Deliverables 5.2: Written advice findings and recommendations provided on the testing of the Country intelligence system regarding on upload of data from regions and countries, the exchange and visualization of data, as well as report generation.

Timeframe: Month 4,  2016

Deliverables 5.3: Written report with findings and recommendations on testing of the CI system in terms of analytical capacity, data access visualization (easy-to-access), data cleaning and processing of external data, e.g. from GARPR, and making this available in a user-friendly format. 

Timeframe: Month 7, 2016

Deliverables 5.4:              Written report with findings and recommendations on testing the CI system on data modules for countries and regions.

Timeframe: Month 9 2016

Deliverable 5.5: Final report on findings of final draft CI system

Timeframe: Month 12

 

 

Key requirements for this consultancy:

 

Essential Education:

  • Advanced university degree in social sciences, public health, or medicine

Essential Work experience:

At least 7 years of relevant of public health work experience of which at least 3-4 years in the field of HIV strategic information.

 

The work is estimated for a period of 12 months and 20 days per month. The consultancy may be prolonged up to 24 months depending on performance and funding availability
