Description
1. General: The United Nations Mission in Liberia (UNMIL) has a requirement for Passenger-handling and Aircraft ground-handling services at Accra, Kotoka International Airport to support its scheduled and non-scheduled flights from/to Monrovia, Liberia to/from Accra, Ghana. The requirement covers the period effective 01 July 2015 for a period of one year, with the option of possible extension of an additional two (2) years on 1+1 basis. 2. Services Required from Contractor: The Contractor will be required to provide the following: a. Passenger-handling services: i All Handling of Passengers and baggage ii Check-in counter with qualified staff. iii The counter shall be available for check-in at least two hours prior to the scheduled departure of the outgoing UN flight. iv Documentation for counter services including boarding passes, baggage tags, passenger manifests, etc. v For the departing flights, passengers shall be checked-in by a check-in agent; baggage shall be tagged for the UN flight, and moved to the holding area for the flight. The UN shall be responsible for providing the Contractor with the passengers manifest for the flight. Any UN staff/passenger not listed on the manifest and attempting to check-in shall be referred to the designated UNMIL staff member at the Airport. vi Services shall include tagging baggage for the UN outbound flight, reflecting destinations as Abidjan (Cote d’Ivoire), Freetown (Sierra Leone) or Monrovia (Liberia). b. Ramp (passengers, baggage and cargo) handling services: i Provide apron passenger coaches to and from the aircraft for embarkation and disembarkation when required by UNMIL. ii All baggage and cargo handling to/from the aircraft including loading and unloading departing/arriving aircraft. iii Loading aircraft as per approved Company procedures for each type of aircraft, unless specific loading instructions are provided by UNMIL in writing. iv Prepare a cargo dead load manifest for each flight. v Prepare all export cargo, deliver it under security escort to the aircraft and load it. vi Offload all import cargo and transport it with suitable security to the cargo warehouse. vii Handling of import/export of all Dangerous Goods allowed to be transported by air. viii All ground handling services to be provided under security escort/ monitoring adhering to the standard procedures used for commercial flights. c. Ramp (aircraft) handling services: i Provide aircraft steps, when necessary. ii Provision/Removal of Chocks for arriving/departing aircraft iii Provide an Air Starter Unit when requested by a designated UNMIL staff member. iv Provide pushback and towing when requested by designated UNMIL staff member. v Provide a GPU when requested by designated UNMIL staff member. vi Coordinate with the Jet A-1 Refueling Company for the provision of fuel requested by the Captain d. Flight Operations Services: i Provide the Captain with an up-to date Weather file from the Accra Meteorological Office for the flight’s departure. ii Collect and deliver to the Captain the latest NOTAM’s, AIC’s and any other Aeronautical Advisories from the Accra AIS office. iii File with the Ghana Civil Aviation Authority ATC flight plans provided by the crew or UNMIL, when requested by a designated UNMIL staff member. iv Monitor and disseminate the ETA and ETD of all flights. v Assist as requested coordination of any Alerts, Incidents or Accidents involving UNMIL aircraft in Accra and those destined or from Accra when in Ghana airspace with the relevant Aviation Authorities.
