The consultant will be part of the intervention “Promoting Decent Work and a Just Transition in Kazakhstan’s Blue Economy through Targeted Finance” which is undertaken under the PAGE framework in Kazakhstan. The consultant will support a targeted analysis of the social and labour implications of blue financing in selected sectors of Kazakhstan’s water industry ecosystem (e.g. marine water management; sustainable shipbuilding and repair; green transport corridors; water services and ecosystem-related industries). The analysis will be carried out by an international consultant through a combination of desk research, structured interviews, and stakeholder consultations. Through constituents’ consultations and an expert mission a roadmap for blue-economic finance development will be drafted and validated. The local consultant will provide support for all activities and particularly for the logistics of the expert mission and preparation of consultations and the roadmap development with ILO constituents.
