Ensuring accessibility to primary health care, including outreach services through mobile outreach health units, as part of the humanitarian response in Ukraine
The purpose of this Request for Information (RFI) is to identify potential providers capable of establishing Mobile Outreach Health Units to ensure access to primary healthcare services across Ukraine.
This RFI is a sourcing exercise and has the sole purpose of understanding what the capacities of the market are. This is not the tender itself - the tender will be published in a second moment in early 2026, after assessing the RFI responses. More detail will be in the tender documents.
Given that the service will be performed on Ukraine, providers must have a physical presence in Ukraine - either directly or indirectly (through local partners).
As this is a recurring service, the forthcoming tender will aim to establish a Long-Term Agreement (LTA). Additional details regarding the service requirements will be provided within the tender documentation.
Please refer to the attached RFI. If you are interested to participate in the eventual tender, please submit a separate PDF document containing detailed responses to each question in the RFI document. Kindly send your submission to EUROUKRBIDS@who.int no later than 17 December 2025 (close of business).
