Description
The ILO Evaluation Office is conducting a high-level corporate evaluation on ILO strategy and actions on skills and lifelong learning (2022 – 26). The lead and senior evaluator will provide overall technical leadership and direction for the evaluation. Responsibilities include leading the scoping and inception phases, preparing the inception report, and ensuring the timely delivery of high-quality draft and final evaluation reports and executive summary in line with ILO EVAL standards. The lead and senior evaluator will coordinate and oversee data collection at global, regional, and country levels, including case study work and limited field missions, ensuring all deliverables are well-documented and evidence-based. The consultant will produce credible, triangulated findings that address the evaluation questions and support sound, actionable conclusions and recommendations consistent with international evaluation standards. The role also involves providing technical and methodological guidance throughout the process, managing and assuring the quality of all outputs, and ensuring the overall validity, reliability, consistency, and accuracy of data and analysis throughout the evaluation process.
