Description
The United Nations Office at Nairobi (UNON), on behalf of the United Nations Human Settlements Programme (UN-Habitat) Afghanistan, invites qualified, experienced, and reputable road construction firms to submit Expressions of Interest (EOI) for participation in the upcoming tender for the Construction of Paved Roads with Roadside Drainages in Kabul and Herat Provinces, Afghanistan. Project Back ground: In October 2023, a series of devastating earthquakes struck Herat Province in western Afghanistan, causing widespread destruction across nine districts and directly affecting more than 275,000 individuals. The disaster severely damaged critical infrastructure, including residential buildings, schools, healthcare facilities, and water supply networks, leaving thousands of families vulnerable and in urgent need of assistance. In response, UN-Habitat launched a recovery initiative focused on rebuilding and retrofitting community infrastructure using the “Building Back Better (BBB)” approach. This approach emphasizes not only reconstruction but also enhancing resilience to future disasters through improved design, materials, and community engagement. The project aims to enhance the living environment and urban resilience in Kabul and Herat through the construction of paved roads with proper roadside drainage systems, implemented in close consultation with local communities. The works under this project include the following in Kabul and Herat Provinces: • Construction of paved roads (asphalt or concrete) in selected areas of Kabul and Herat; • Installation of roadside drainage systems for improved stormwater management; • Adoption of climate-resilient and sustainable construction practices under the Building Back Better (BBB) approach; • Community engagement to ensure participatory implementation and local ownership; • Compliance with UN and national safety, environmental, and social safeguards. • Kabul Province: Construction and improvement of about 6.2 km of paved urban roads with roadside drainage systems in selected neighborhoods of Kabul. •Herat Province: Construction of paved roads with roadside drainages in earthquake-affected areas of Herat City and nearby communities. IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. UNON will examine the outcome of this request for REOI and will consider those companies that have expressed their interest. UNON reserves the right to change or cancel the requirement at any time during the REOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically gurantee your company will be considered for receipt of the solicitation when issued. Specific Requirements/Information Interested vendors must posses the necessary technical expertise and capacity to provide the required services, as only suitably qualified vendors will be invited to participate. Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level. Vendors not registered in UNGM will not be eligible to paricipate in the tender exercise at a later stage. An expression of Interest does not guarantee paricipation in the request for proposal as only suitably qualified vendors will be invited to pariticpate
