Description

Background

The United Nations Security Council, through Resolution 2793 (2025) adopted on 30 September 2025, authorized the establishment of the Gang Suppression Force (GSF) in Haiti to support the Government of Haiti in addressing gang violence, enhancing security, and creating conditions for stability and democratic governance. The resolution further mandates the establishment of the United Nations Support Office in Haiti (UNSOH) to provide comprehensive logistical and operational support to the GSF, the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian armed forces.

The GSF will have an authorized personnel ceiling of 5,550 personnel (5,500 uniformed personnel and 50 civilians) and will operate under a twelve-month initial mandate with potential extensions based on performance and evolving security conditions. In addition, the mission expects to have mission staff and contracted personnel.

Scope of Requirements

The United Nations Procurement Division (UNPD) is seeking to identify qualified vendors capable of providing logistical and operational support services to UNSOH across multiple service categories. This Expression of Interest (EOI) is issued to identify vendors who are interested in responding to urgent and sustained requirements of the GSF mandate.

UNSOH requires support across the following major service and supply categories (list is subject to change). Vendors can express interest in one or more categories. 

1. BASE INFRASTRUCTURE AND ACCOMMODATION SERVICES

a) Construction and Engineering Services:

• Design, construction, and commissioning of the primary GSF base camp and multiple forward operating bases throughout Haiti
• Construction of operational facilities including command centers, joint operations centers, barracks, UNSOH base camp, administrative buildings, warehouses, vehicle maintenance facilities, kitchens and dining facilities, and helipads
• Installation of physical security infrastructure including perimeter fencing (welded mesh and chain link with anti-climbing features), watchtowers, vehicle barriers, access control points, and lighting systems
• Construction of medical facilities, including field hospitals and casualty receiving stations
• Identification of water source (bore hole drilling, etc.), installation of water treatment plants, wastewater management systems, and waste disposal facilities
• Construction of fuel storage facilities with appropriate safety and environmental controls
• Installation of electrical power generation systems, distribution networks, and backup power systems, renewable energy sources. 
• Construction of communication towers and IT infrastructure facilities
• Road construction and maintenance within base areas
• Drainage systems and flood protection infrastructure
• Supply of construction materials and performance of any other minor construction and engineering works

b) Accommodation and Life Support:

• Supply and installation of containerized accommodation units, prefabricated structures, and modular buildings suitable for tropical climate conditions
• Provision of furniture, fixtures, and equipment (FF&E) for accommodation units, offices, dining facilities, and recreational areas
• Supply and installation of air conditioning, heating, and ventilation systems
• Bedding, linen, and personal hygiene supplies
• Laundry and dry-cleaning services
• Ground maintenance and pest control and vector control services
• Wastewater, waste and medical waste management and sanitation services 
• Camp maintenance and facilities management services

c) Utilities and Environmental Services

• Water supply and treatment services
• Wastewater treatment and sewage disposal
• Solid waste management and recycling services
• Power generation equipment (generators, solar panels, UPS systems)
• Environmental monitoring services
• Hazardous materials handling and disposal
• Environmental impact assessments 

2. CATERING AND FOOD RATIONS SERVICES

a) Provision of daily food rations and bottled water, catering services, and food rations services for up to 5,550 personnel, including varied menu options that accommodate diverse dietary requirements, religious observances, and cultural preferences.

b) The fulfillment of the catering services shall include, but is not limited to the provision of:

• Food Items: procurement, transportation, storage, management and delivery to a designated location. Food items include frozen, chilled, dry, fresh and canned products or any combination thereof. • Bottled Water: procurement, storage, management and delivery to a designated location.
• Operation and management of dining facilities (kitchens, mess halls, food storage facilities)
• Supply of kitchen equipment, utensils, and food preparation equipment
• Cold chain management and refrigerated storage
• Food quality control and safety compliance

c) The fulfillment of the food rations contract and services shall include, but is not limited to the provision of: 

• Food Items: procurement, transportation, storage, management and delivery to a designated location. Food items include frozen, chilled, dry, fresh and canned products or any combination thereof. Please refer to the UN Food Rations Standards (2024) at https://www.un.org/Depts/ptd/about-us/conditions-contract. 
• Bottled Water: procurement, storage, management and delivery to a designated location. 
• Reserves: maintenance at all times of the required reserved stock for dry, canned, and frozen food items as well as storage of bottled water and Combat Ration Packs at the cafeteria storage space. 
• Containers (optional): provision of 20' refrigeration containers, on a lease basis to the Mission. Containers must meet ISO standards. Full details of the requirement will be provided during the formal solicitation. Capacities, dimensions, and quantities cited above are approximate only and are subject to change. 
• Food quality control and safety compliance.

3. PETROLEUM, OIL AND LUBRICANT (POL) PRODUCTS

a) Avail (mobilize/ establish) fuel storage and distribution points (depots and fuel stations) meeting relevant international standards, local regulations and UN requirements.

b) Source from a well-established and reputable source, supply, and distribute on-specification and quality Petroleum Oil & Lubricant (POL products) including diesel (for generators and vehicles), aviation fuel (Jet A/Jet A1-1) for helicopters and aircraft), gasoline, and various Oil and lubricants from a well-established and reliable source.

c) Avial (mobilize new or leased) mobile fuel handling equipment (fuel bowsers) required for the distribution of fuel to generator locations and bulk fuel delivery points

d) Establish and maintain a Rapid Deployment Capability (RDC), in order to mobilize additional fuel distribution facilities in short notice, when required

e) Mobilize additional storage tanks in order to augment storage capacity of existing fuel distribution points, when required by UN.

f) Operation and Maintenance of the UN fuel storage and distribution facilities and fuel handling equipment in line with relevant standards and OEM manuals.

g) POL quality testing, quality control and quality assurance consistent with industry standards.

h) Accurate recording, accounting for and reporting of all POL transactions and stock, using  the United Nations Electronic Fuel Management System (EFMS2) 

i) The Contractor is required to provide all the skilled labor, supplies, spare parts and other materials and resources that are required to provide sustainable fuel supply services.

j) Comply with relevant Health Safety, Security, Environment (HSSE), Quality and Operation standards, and industry best practices.

4. GROUND TRANSPORTATION SERVICES AND VEHICLE SUPPORT

a) Vehicle Supply and Leasing:

• Armored vehicles (B7 protection level) for high-risk operational areas
• Soft-skin vehicles including 4x4 sport utility vehicles, pickup trucks, mini and medium size buses, and passenger vehicles
• Heavy transport trucks (water, sewage, cargo, PLS, recovery, garbage compactor, cargo with crane, dump,  semitrailer, drawbar trailer and PLS modules)
• Specialized vehicles (ambulances, fire trucks, fuel tankers)  
• Material handling equipment (forklifts, reach stackers, cranes)
• Engineering equipment (front end loader, backhoe loader, bulldozer, motor grader, skid steer loader, excavator, vibratory asphalt/soil compactor)

b) Vehicle Maintenance and Support:

• Preventive and corrective maintenance services for all vehicle types
• Supply of spare parts and components
• Vehicle recovery and towing services
• Tire supply and management
• Vehicle washing and cleaning services
• Vehicle tracking and fleet management systems

c) Driver Services:

• Professional drivers with experience in security operations
• Defensive driving trained personnel
• Bilingual drivers (French/Creole and English)

5. AVIATION SERVICES

a) Aircraft Charter and Operations:

• Fixed-wing aircraft for strategic airlift of equipment, supplies, and personnel including MEDEVAC services
• Helicopter services (medium and heavy lift) for local mobility, reconnaissance, and casualty evacuation (CASEVAC)
• Passenger charter services for troop rotations and official travel
• Cargo handling and ground handling services

b) Aviation Infrastructure:

• Construction and maintenance of helipads and landing zones
• Aviation fuel storage and dispensing systems
• Hangar facilities and maintenance workshops
• Provision of aviation ground power units
• Air traffic control and communications equipment
• Provision of mobile air traffic control (ATC) tower
• Firefighting and rescue equipment for aviation operations
