Description
The United Nations Office at Nairobi (UNON) invites suitably qualified firms to submit Expression of Interest (EOI) to participate in the upcoming competitive bidding exercise for provision of maintenance, and support services for the security infrastructure system at the United Nations office at Nairobi (UNON).
United Nations Office at Nairobi (UNON) serves as the United Nations Headquarters in Africa and is responsible for providing facilities and services to the United Nations Environment Programme (UNEP), the United Nations Human Settlements Programme (UN-HABITAT) and other United Nations entities based at UN Gigiri complex. Some of the services UNON provides is physical security, personnel identification and authentication, video surveillance, and fire alarm system.
UNON’s Security management systems comprise of the following systems:
• Access Control System
• Badging System
• Windows based Servers
• Video Management System (CCTV) and Storage
• Fire Alarm System (FAS)
• LAN – Cisco Based Network Infrastructure
• Perimeter Intrusion Detection System (PIDS)
The Access Control System is also used by other United Nations entities and it is envisioned that UN Security management systems will be integrated in the future to facilitate inter-mission authentication.
The Contractor should possess the necessary facilities, corporate governance policies, qualified management team and should be able to perform the desired services under the terms and conditions as set forth:
The scope of work includes the following:
1. Supply, deliver, install, commission and test all security systems equipment and applicable software including on-site and emergency (24/7) support and maintenance services and preventive and corrective/remedial maintenance, to ensure the continued safe, reliable, and proper operation of the security systems at the facilities at UNON Facilities.
2. Maintain system documentation and continuous update of such documentation based on equipment/parts manufacturer’s updates. System documentation includes user manuals, guides, lesson learned reports, basic system troubleshooting, and system configuration report. System documentation includes additional ad-hoc documentation requests by UNON.
3. Assist UNON in identifying opportunities to improve its existing infrastructure and assist in implementing UNON’s strategic plan for continued risk mitigation to its facilities and operations.
4. The Contractor shall be responsible for quality control of the assigned system and services while performing under this contract. All documentation of support and related activities should provide traceability to enable UNON the ability to review and verify.
5. Due to the dynamic nature of security threats, UNON is constantly enhancing security mitigation measures. The Contractor shall therefore anticipate expansion of the existing security infrastructure as tabulated above as well as introduction of new technologies such as analytics, facial recognition and under vehicle scanning.
6. Coordinate with third-party contractor authorized by UNON for system installations, integration, configuration and implementation for the seamless system operation during the maintenance period.
7. The Contractor shall furnish all the spare parts, labor, materials, appliances, tools, equipment, services, and supervision required to perform the work.
The contract resulting from a tendering exercise that will be undertaken subsequent to this REOI is anticipated to be awarded for an initial period of three (3) years with the option to extend for additional two (2) periods of one (1) years each.

IMPORTANT:
Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued.
Interested vendors must possess the necessary technical expertise and capacity to provide the required services, as only suitably qualified vendors will be invited to participate in the tender. Please refer to Annex A for the eligibility criteria.
Interested vendors are required to express their interest as follows:
a) via the link in UNGM provided at the Vendor Response section of the EOI, and
b) Submit the filled out vendor self declaration form attached as Annex A of this EOI and the requested supporting infromation via email to unon-procurement-rfx@un.org keeping in copy lydia.mkanjumwa@un.org.
The detailed Scope of Work and technical evaluation criteria and other particular requirements will be provided during the solicitation process.
An Expression of Interest does not guarantee paricipation in the request for proposal as only suitably qualified vendors will be invited to participate.
UNON reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. Vendors that are deemed qualified upon completion of an objective evaluation of their EOI submission will receive the final tender solicitation documents.
