Description
The United Nations Office at Nairobi (UNON), on behalf of the United Nations Environment Programme (UNEP), invites qualified firms to submit Expressions of Interest (EOI) for the provision of consultancy services to conduct Mid-Term Reviews (MTRs) and Terminal Reviews (TRs) of climate change mitigation and transparency projects. The requirement is part of UNEP’s Climate Change Division, GEF Climate Mitigation Unit, which manages a portfolio of medium- and full-sized GEF-funded climate change mitigation projects across the Global South. The objective of these reviews is to assess project performance in terms of effectiveness, efficiency, relevance, impact, and sustainability, and to capture lessons learned to strengthen accountability and inform future project design and implementation. The contractor(s) selected through the process will be engaged under a Systems Contract to undertake reviews of multiple projects over a three-year period, with a possible extension of two years. The reviews will be conducted using UNEP/GEF review methodologies and will include participatory approaches involving close consultation with project stakeholders. Both quantitative and qualitative methods will be applied to assess achievements against expected outputs, outcomes, and impacts. Key deliverables under each review will include: 1. Inception Report and reconstructed Theory of Change; 2. Review Framework, survey/interview protocols, and Review schedule; 3. Preliminary findings presentation; 4. Draft Review Report and Response to Comments annex; 5. Final Review Report aligned with UNEP and GEF guidelines. Reviews will cover projects implemented in English, French, Spanish, and Portuguese-speaking countries. The complete details of the requirement will be provided in the solicitation documents issued to companies shortlisted after this REOI. Specific Requirements/Information IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. UNON will examine the outcome of this request for EOI and will consider those companies that have expressed their interest . UNON reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued.
