Description
The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) has been established as a technical assistance project that supports the Extraordinary Chambers in the Courts of Cambodia (ECCC) in line with the Agreement between the United Nations and the Royal Government of Cambodia on the ECCC. Cambodia is recognized within the UN system as a country with inadequate medical facilities. Hence, UNAKRT is seeking a vendor to provide medical evaluation services to its staff members and their dependents residing in Cambodia to designated place of medical evaluation. UNAKRT has limited capacity to deal with medical evacuations other than through a MEDEVAC contractor. Once in place, the contractor shall undertake all necessary planning and coordination of all emergency and non-emergency medical evacuations and provide regular updates to a UNAKRT focal point at each phase of the operation. Scope of Required Services: 1. The contractor shall provide emergency medical evacuation which requires immediately action and non-emergency medical evacuation services which allow time for advance planning to its staff members and their dependents residing in Cambodia, to the Primary Authorized Place of Medical Evacuation or Alternate Authorized Place of Medical Evacuation, authorized by the Coordinator of UNAKRT. The medical evaluation services shall be available 24 hours a day, 7 days a week (24/7). Places of evaluation are categorized into two (2) options: A. Authorized Place of Medical Evacuation: A.1 Primary Authorized Place of Medical Evacuation: Bangkok, Thailand, is the primary authorized place of medical evacuation outside Cambodia. A.2 Alternate Authorized Place of Medical Evacuation: Singapore may be alternative place of evacuation (Ref. United Nations Information Circular ST/IC/2000/70). B. Alternate Place of Medical Evacuation: Alternate place of evacuation chosen by staff members which is under UN Medical Insurance Plan (UN MIP). 2. The contractor shall arrange for and cover the cost of medical evacuation within the relevant area i.e. transportation within Cambodia and to nearest suitable medical facility in Bangkok (Primary Authorized Place of Medical Evacuation) or to alternate place of evacuation in Singapore (Alternate Authorized Place of Medical Evacuation) and return to Phnom Penh once the medical treatment is completed. Such transportation may include, but not limited to, commercial or charter aircraft, air ambulance, helicopter, and ground vehicles. The evacuation shall be made to a medical facility that can provide the needed services within the medically recommended timeframe. 3. The staff member may choose, as an alternative to the authorized place of evacuation, to be evacuated to any other country of his/her choice (Alternate Place of Medical Evacuation). In such a case, the staff member shall be responsible for travel costs in excess of those required for evacuation to the authorized place and the vendor shall bear the rest. 4. A physician or a nurse may be authorized to escort the evacuee (Person approved for medical evacuation) when medical attention is required during travel. A family member may be authorized to travel with the evacuee under the following circumstances: A. In psychiatric cases; B. For children, up to eighteen (18) years old; and, C. For evacuees who cannot look after themselves (for example, stretcher or paralytic cases). In transplant cases, a donor may be authorized to accompany the evacuee. 5. To effectively provide the evacuation, the contractor shall provide directly, or have a standing agreement in place with a third party for the provision of access to a fully equipped medical facility in Phnom Penh, Cambodia, which includes: A. 24/7 emergency response, including ambulance and emergency room; B. 24/7 hours of operation with doctor available or on-call 24/7; C. Observation ward with fully qualified nursing staff; D. Modern monitoring facilities with resuscitation equipment; and, E. 24/7 in-house laboratory, radiology and diagnostic services. Specific Requirements/Information Interested vendors who would like to participate in the solicitation must be able to provide evidence to address the following requirements during the bidding exercise: 1. Bidder has a minimum of 3 years experience in medical evacuation services. 2. Submission of at least 2 cases of out of country medical evacuation to medical facility in Thailand/Singapore (UN MIP) from Cambodia or other countries in Southeast Asia region. 3. Capacity to arrange charter aircraft/ air ambulance for medical evacuation from Cambodia to suitable regional medical facility. Ex: Exacuate from Phnom Penh to Bangkor/Signapore. 4. Submission of 3 references from clients who had received the services (List with clients' contact detail). The contract shall have an initial duration of two (2) years, from 01 January 2026 to 31 December 2027 (Initial Term). UNAKRT may, at its’ sole discretion, extend the contract duration with two (2) optional extensions for one year plus one year (1+1), from 01 January 2028 to 31 December 2029 (Extended Term), subject to budgetary appropriations and contractor’s performance.
