The United Nations Support Mission in Libya (UNSMIL) intends to engage the services of a qualified contractor for the supply and in: - The Libyan Youth Environment and Climate Pitch Event 2025 is a two-day event bringing together entrepreneurial Libyan youth, technical experts from the private sector, UN agencies, and representatives from government ministries. It aims to build the professional capacities of youth in business development, build mentorship, and catalyze climate-focused entrepreneurship through a competitive pitch process with seed funding awarded to the start-ups with the best ideas. The event will be run three times, once in Tripoli, once in southern Libya and once in Benghazi, to maximize participation. - Required Solution Overview To convene entrepreneurial youth under the UNCT priorities of youth and climate change, and provide participants opportunities for economic growth, mentorship and capacity development, the Office of the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (O/DSRSG/RC) seeks a specialized service provider who will host and conduct a two-day competitive event. The service will be initially covering one year, subject to renewal, and it should fulfill, at least, the following overall requirements: 1. Provide event planning services and facilities for three events, one in Benghazi and one in Tripoli. 2. Design the agenda, including substantive learning sessions, and arrange speakers, mentors, and panelists in close consultation with the O/DSRSG/RC/HC. 3. Provide professional moderation during the events 4. Create criteria for the selection process for applicants. 5. Work with the O/DSRSG/RC/HC on a communication strategy for the events, the call for proposals, and managing applications and correspondence. 6. Design a professional evaluation criterion for the expert panel to select grant awardees. 7. Conduct ongoing monitoring, evaluation, and mentorship after events for a set period. 8. Provide a signed final list of expenditures with receipts, if applicable. - Selection Criteria Interested vendors must be able to provide proof of an existing service of this nature and have a proven, demonstrable record of delivering this service to other clients in Libya. The company must possess the following qualifications to be considered: a) The company profile reflects the company’s experience with business start-up development, accelerators, incubators, mentorship, and business education. b) A minimum of five (5) years in business, private sector, or financial development. c) Proof of three references of similar services undertaken in the last five (5) years. The companies are to submit such proof, such as reference letters. d) The company must provide proof of completion of services in Libya, i.e., the capability to carry out the nationwide project in Libya. e) Key personnel to lead the project, qualifications, and experience in the requirements, and commit to answering all O/DSRSG/RC/HC enquiries within 24 hours. Specific Requirements/Information 1- Location of events and event management services The vendor will be responsible for the end-to-end planning and execution of three (3) two-day events. This includes venue setup for plenary and breakout rooms, catering, audio-visual, and internet access, as well as participation management, including registration of participants, pre-event communication, managing attendance, and feedback collection. Each event should be designed to maximize engagement, learning, and networking opportunities for the participating start-ups. The vendor must propose venues for events in Tripoli, southern Libya, and Benghazi that correspond to UN rules and regulations on safety and accessibility. 2- Outreach, communication, and selection criteria The chosen vendor will work with the O/DSRSG/RC/HC to develop an outreach strategy and communication plan targeting youth entrepreneurs through a mixed-media approach. The vendor must have experience designing a communication campaign for advertising events and proven success in securing high turnout from diverse, inclusive community members. The vendor must create a mechanism for receiving, processing, and screening applications against criteria designed in coordination with the O/DSRSG/RC/HC and other partners. 3- Event design and delivery The chosen vendor must be able to design a two-day event with a detailed agenda in consultation with the O/DSRSG/RC/HC. The agenda must include training modules on business model development, including climate entrepreneurship, legal and regulatory frameworks for start-ups in Libya, financial planning and management, marketing and branding, and presentation skills. The chosen vendor must have experience evaluating competitive start-up pitches and work with the O/DSRSG/RC/HC to design evaluation criteria for panelists who judge start-ups to ensure fair and equal assessments for each participant. 4- Mentorship plan and progress report The vendor must have a preexisting roster or network of mentors in the business and financial fields who will attend the events to act as participant mentors and competition panelists. The vendor will work with the O/DSRSG/RC/HC on a mentor-to-start-up ratio to ensure adequate, personalized participant support. The vendor must present a list of mentors who commit to providing continued support to grant winners for a specified period (3-6 months) after the event and a mechanism to track progress on grantees in the medium to long term (6-12 months).
