Objectives of the Assignment

The objective of this assignment is to design and implement an MRM system for the Manzuma programme in line with DCED standards. This includes a system for data collection, analysis and adaptive management. This also includes providing MSD MEL advisory and capacity building support for the team to manage their MEL. Considering this, the firm’s key responsibilities are:

• Work with the team to develop a systems change framework based on market systems analyses, including results chains and indicators for attribution for each intervention 
• Develop a results measurement plan, working with the team to identify what indicators will be measured, how they will be measured, and how frequently. Work with the team to update this plan as new sector strategies and interventions are designed.
• Design and implement data collection and monitoring systems, in coordination with the Manzuma team and other consultants. Coordinate data collection and monitoring ensuring best practices for data collection, management and analysis are followed
• Analyse monitoring results, making clear, accessible and insightful recommendations to improve sector strategies and intervention design.
• Support periodic intervention portfolio reviews with the team working with them to decide whether pilot interventions should be dropped, adapted or scaled up
• Support the development of external facing case studies and learning documents
