QUESTION:Could you please confirm whether a single local consultant is permitted to participate in two separate proposals when those proposals are being submitted by different joint ventures?Specifically, we would like clarification on:Whether there are any restrictions on a local consultant being included in multiple competing bidsIf such participation is allowed, are there any disclosure requirements or conflict of interest considerations we should be aware ofWhether this would impact the evaluation or eligibility of either proposalWe want to ensure full compliance with the tender requirements before finalizing our submission arrangements.ANSWER:No, a company/consultant is not permitted to paritipate in multiple bids for the same tender.If there are multiple bids from entities including the same company/consultant, all those bids will be disqualified.2. QUESTION:Both Computable General Equilibrium (CGE) and Social Accounting Matrices (SAM) tools are expensive to purchase. Will UNOPS or DOE be providing the licenses to use these tools for this project? Or, will they need to be included in the budget?ANSWER:While tools such as Computable General Equilibrium (CGE) models and Social Accounting Matrices (SAM) are mentioned as illustrative examples, it will be up to the proponent to determine and utilize the most appropriate and whatever accessible tool that they have for the macroeconomic analysis. UNOPS will not be providing licenses for these tools. Consequently, related costs should not appear as a standalone budget line item in the proposal.Best Regards,

New clarification added: QUESTIONS:We have multiple questions related to Deliverable 7, Regional Just Transition Dialogue in the Financial envelop:On the 15 sponsored participants: The Financial envelope only indicate round trip air tickets that will be covered for the 15 sponsored participants (as part of the reimbursables). Can the "three nights' accommodation and dinner for three nights" (indicated under point 40 in the TOR) be included as 'Allowance payments' under the Reimbursables budget?Are the other 55 participants of the Dialogue going to be from the Philippines, specifically Manila, and that no travel expenses will be covered for these? There are only the 5 sponsored participants coming from other parts of the Philippines that are indicated in the TOR. Can you please confirm?Is there a need to also budget interpretation services for the non-Philippine participants in the Dialogue (in Bahasa and Vietnamese)? If yes, is this to be budgeted under the lump sum payment or as reimbursable costs?Considering the lump sum costs (venue, audiovisual support, 2 coffee breaks per day, 1 lunch, per day, and possibly also accommodation and interpretation costs) and the personnel costs needed to organise a 2-day event, 10% of the overall lump sum dedicated to this event seems extremely low (vs. e.g. 15% dedicated to the Final Report). How is this share to be interpreted?ANSWERS:1. The consultant will be responsible for booking accomodation, airport transfers, and arranging dinner for the 15 sponsored participants. These costs need to be budgeted under a lump sum basis as specified in the TOR. Regarding the operational later, it can be discussed with us later after award process.The reimbursable allowance payments is only for the FGD participants.2. This is correct. The remaining 55 participants will be based in Metro Manila or Mega Manila. The 5 sponsored participants from the Philippines are expected to travel from the Mindanao and Visayas regions.3. Please put this potential need of interpretation services under reimbursable costs.4. The air ticket for the 15 sponsored will be under reimbursable payment. We think 10% for Deliverable 7 seems sufficient as per tender document. However, kindly do your own calculation and submit the financial proposal as per your company's consideration.Best Regards,

New clarification added: QUESTION:On page 8, Table 2 of the Terms of Reference the number of communication outputs per public workshp/event are listed. What is considered a 'public workshop/event' from the deliverables listed on page 17, Table 13?Are the three FGDs in Antique and the workshops in Manila (under deliverable 2 and 3) considered 'public workshops/events' or only the Regional Just Transition Dialogue (deliverable 7)?ANSWER:The FGDs in Antique will not be considered public events, so there is no need to prepare a social media post or press release.Meanwhile, the Regional Just Transition Dialogue and the workshop in Manila will be treated as public events.QUESTION: In the Terms of Reference, under point B: Evaluation Criteria (p. 22), it is stated:"The consultant, or an active organization within the applying consortium, has an in-country presence. At least one of the key personnel offered should be based in the Philippines during the entire project duration."Could you please clarify whether subcontractors are considered “an active organization within the applying consortium,” or should this refer specifically to partners?ANSWER:The requirement is for the consultant to have in-country presence. It's either the consultant, or the consortium, or at least the key personnel offered should be based in the Philippines.If the sub-contractors means offering the key personnel under Form E: Format for Resume of Proposed Key Personnel, it can be considered.Best Regards,
