Dear Bidder,
The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
The consultant will apply the SPEED Start-up phase to identify and prioritize green sectors aligned with national climate and environmental commitments through stakeholder engagement and technical assessments. They will analyze sectors with current or emerging demand, considering investment trends, government priorities, and the role of skills in sector performance. Labour market diagnostics will be conducted to assess skills gaps, workforce demand, and employment opportunities using qualitative and quantitative methods, forecasting future needs based on policies, technology, and investment. The labour supply will be reviewed through workforce demographics and TVET programmes, evaluating alignment with green jobs and the readiness of institutions and trainers. A stakeholder workshop with firms, experts, social partners, NGOs, and government agencies will validate findings. The consultant will deliver a diagnostic report with policy, institutional, and enterprise-level recommendations to address skills gaps and strengthen systems. Finally, apprenticeship programmes for three priority green occupations will be co-designed with industry partners and a skills implementation expert.
