Description
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand, requests Expression of Interest (REOI) from a qualified and experienced contractors, partnerships or joint ventures to provide Waste Management Services at the United Nations Building, located at Rajadamnern Nok Avenue, Bangkok, 10200, for an initial period of three (3) years with possibility of two (2) extension options of one (1) year each. The total contract duration is five (5) years.
1.1 Within the scope of the Waste Management Services Contract, the contractor shall manage the ESCAP waste management and recycling activities, including collection, sorting, bagging, sales, off-site disposal/recycling and reporting, with a view to maximizing reuse and recycling of waste, and minimizing the volumes sent to landfill. The contractor shall comply with the waste management SOP and continually integrate new solutions to increase the reuse/recycling rate.
1.2. The contractor shall assign one (1) waste management services coordinator to be on-site to ensure fully compliance with ESCAP’s waste management requirements and key performance indicators.
1.3 The waste shall be collected inside the premises at ESCAP’s designated waste recycling facility and taken to the proper container for its collection and further disposal/recycling to the proper waste management site.
1.4 All waste shall be segregated and categorized, as defined by ESCAP in accordance with ESCAP's Waste Management SOP. The contractor shall record the weight of each type of waste to be disposed/recycled.
In accordance with the recycling arrangements outlined in the SOP, which provides for waste collection centre bins on each floor of the buildings, segregated into five categories: (i) plastics, metals and glass; (ii) paper and cardboard; (iii) organic waste; (iv) mixed waste; and (v) e-waste.
1.5 Checking accuracy of pre-sorting by building occupants, sorting, and additional segregation as required to ensure appropriate handling and recycling of recyclable components.
1.6 Sorting of recyclables from construction waste (i.e. steel, copper, wood, etc.) produced in the normal operations of the compound and its maintenance.
1.7 Preparation and submission of waste monthly reports with information disaggregated by type of waste and collection point reporting:
a. Waste quantity in kg
b. Disposal / recycling process used
c. Sub- contractor contracted for disposal/recycling
d. Monthly sales and disposal of recyclable wastes, and how the income will be used to increase the recycling and waste programs at the compound.
1.8 The work must be performed in such a way to cause the minimum possible disturbance to the building occupants. The contractor must ensure that all pick-up point areas are kept clean and tidy after each collection.
1.9. The contractor shall observe all environmental, occupational safety and health regulations, practices, standards and any other applicable rules and regulations. The contractor shall take full responsibility for the adequacy, stability and safety of all its methods of operations.
Specific Requirements/Information
Interested vendors who would like to participate in the solicitation shall be prepared to provide evidence to address likely the following mandatory requirements:
a. The company must have a physical presence in Thailand and has a local office in Bangkok to provide the required services.
b. The company must have a minimum of five (5) years of proven experience in providing waste management services in Thailand.
c. The company shall provide the waste management plan which outlines how your company intends to implement the 5R waste framework (Refuse, Reduce, Reuse, Recycle, Recover), recycling target including an overview of end disposal methods for each type of waste in line with the requirement.
d. The company shall provide the reporting system and template which include total waste generated, category of wastes, disposal process by waste category.
