Description
1. United Nations Procurement Division (UNPD) seeks an Expressions of Interest (EOI) from suitably qualified companies for the provision of electrical maintenance and installation services at the United Nations Headquarters in New York City.
2. The contract duration for the provision of these services shall be for an intial period of three (3) years and may be renewed for up to two (2) additional one-year periods, at the sole option of the UN, based on satisfactory performance from the Contractor and availability of funds.
3. The Vendor shall provide and pay for all labor, material, tools and equipment, transportation necessary for the execution of electrical equipment maintenance; on-call emergency response, repair, alteration and installation of electrical equipment; and on-call electrical construction services at the United Nations Headquarters and off-site buildings in New York.
4. The Contractors shall also provide yearly testing for the ASCO Emergency Power Parallel Gear and Transfer Switches and ensure that equipment is fully operational.
5. The Vendors will be expected to demonstrate the following during the bidding process:
a. Established in business for at least 5 years performing at least 3 projects related to services
stated in the Scope of Work (SOW) within the past 5 years;
b. The total value of the projects for the last 5 years must be at least USD 10 Million;
c. Team lead must provide copy of NYC Master Electrician certification;
d. Attend a mandatory pre-bid site visit;
e. Maintance of IBEW Local 3 or prevailing wage certification since it's a requirement for the electrical
work to be performed in some of the assigned buildings; and
f. provide with a listing of the company's relevant current certificates/licenses, which demonstrate its
compliance with Federal, State and local laws and industry standards, which pertain to the services
being provided.
6. The successful Contractor will be required to:
a. Repair/alteration of the existing equipment; office modifications / renovations; Installation of cabling;
electrical installations throughout the United Nations site (e.g., garage lighting, outdoor lighting and
cabling, security equipment); new electrical installations of specialized equipment and; infra-red testing
of electrical equipment.
b. Provide an inspection/testing/preventive maintenance report by building that (a)
identifies the equipment that was inspected, (b) the location of the equipment that was inspected, (c)
the observed condition of the equipment that was inspected, and (d) any recommended corrective
actions.
c. Provide a bi-weekly comprehensive project report, status, proposed, approved and actual, including
project planning, schedules, percentage physical completion, project close-out costs, information as
appropriate to the project payment type, and measurement of on-time performance and other
benchmarks mutually agreed upon. (Note: Preparation of Comprehensive Project Report is not
reimbursable).
Specific Requirements/Information
1. UNGM registration identifying 'UN Secretariat' as a selected agency at minimum, Basic Level, with the understanding that the eventual awardee will be required to meet Level 2 registration status (for Estimated Contract Award USD 500,000 and above).
2. The UN reserves the right to issue the final solicitation documents only to those prospective Vendors that respond to the EOI, and are deemed qualified upon completion of an objective evaluation of their submission, or to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee participation in the eventual RFP.
3. The RFP and any subsequent commitment to contract will be issued in accordance with UN rules and regulations.
4. Please note, full details of the requirement will be included in the solicitation documents. No additional information on the requirements will be provided until the solicitation is issued.
