New clarification added: QUESTION1. With reference to the qualification criteria of the terms of reference, "the company should have a minimum of 5 years of continuous experience in delivering similar projects in the past with a track-record of success. Relevant experience should include: energy sector, power generation, energy market development and planning, power system operation analysis". May please confirm whether PMC experience in the field of power transmission, distribution and ground mounted Solar with BESS will be considered as similar experience or not?2. Is access to past case studies from the Da Mi FPV plant or other relevant Vietnamese FPV projects available, or should the consultant arrange independent contact for project-specific insights and data.ANSWER1. Please study the TOR carefully. This project is relevant to both technical activities and policy recommendations and working with different stakeholders. Please make sure that you meet these requirements.2. The project is requested by MOIT and hosted by UNOPS/ETP. Once the consultant is selected, they will be introduced to MOIT and will work closely with the MOIT (the Electricity Authority of Vietnam) during the project implementation. All the arrangements for site visits, consultation meetings will be discussed and agreed among UNOPS, MOIT and the consultant. The consultant, given they meet the TOR's requirement to have experience working in Vietnam with different stakeholders, is expected to proactively arrange all the project activities according to their bid and as per contract.Thank you

New clarification added: QUESTION1. Regarding Form D: Can Bidder present the required contents in a Word file, which includes all the items required in Form D, but not in the table format as in Form D?Bidders are encouraged to use the format and submit the details in word file but the document should be duly authorised by an authority within the bidder's organization.2. Based on the fact that the Electricity Authority of Vietnam asked ETP to provide technical assistance - the assessment of FPV potential and a roadmap development. Does Bidder base on the parameters of 613 hydropower reservoirs or is it required to cover all 7,000 reservoirs.Please study the TOR carefully. We are asking for assessment of all the reservoirs in Vietnam. It is the bidder's approach to propose how they will use parameters for the project. 3. Item f in Section B in Article II of Project Details: "Technical and Economic Potential Assessment Report, estimating power generation capacity, LCOE, and financial viability of floating solar in Vietnam.” Does this mean the report must assess the LCOE for all reservoirs across the territory of Vietnam within the scope of the study?Yes, it is the project's expectation. Please propose how you will do that. 4. Item h in Section B in Article II of Project Details: “A comprehensive roadmap for FPV development in Vietnam, including implementation plan, policy recommendations, institutional arrangements, and capacity building needs”. The comprehensive roadmap and implementation plan heavily depends on whether the Project is included in the revised PDP 8 or not. Would UNOPS explain this requirement more clearly?We don't see any link between the implementation plan and the PDP85. Does media content strictly comply with Vietnam's information security regulations? Yes, please refer to our instructions on events and communication in the TOR.6. Inception Workshop: To hold an inception workshop to introduce the project context, scope of services and proposed work plan to stakeholders. According to the discussion at the pre-bid meeting, UNOPS has indicated that it is possible to organize two workshops, to be held in two locations, Hanoi and Nha Trang. Would UNOPS re-confirm that this is correct? No. Inception workshop is a separate event at the beginning of the project. The discussion during the pre-bid meeting was related to training workshop. Please check the Minutes of Pre-Bid meeting Q#37. Would case studies on FPV development in China, Japan, France, the Netherlands and other countries be acceptable to UNOPS?We have no restrictions to the case studies. Please develop your proposal without restriction.8. Item 2.2, Form D “Quality Assurance Plan: A Quality Assurance plan should include a discussion on risk assessment and its mitigation plan”. Would UNOPS kindly provide further clarification on this requirement? The statement is self-explanatory. The bidder should propose an approach and in the quality assurance plan discuss the potential risks of their plan and its proposed mitigation.

New clarification added: QUESTIONDear UNOPS team, Please find below our questions from information from Terms of reference:1. Is Consultant requested to acquire data at local governments level i.e. engagement at regional level? (Milestone 3, Item 22.d - page 9)The consultant will be introduced to MOIT if they win the contract. Based on the consultant's proposal, contract and inception report approved by MOIT and UNOPS, the consultant will conduct the surveys and data collection activities. UNOPS/MOIT can support with introduction letters but the consultant is expected to be active in these activities using their networks and personnel. 2. It is understood that the consultant shall consider at least three site visits with local authorities. The actual number of site visits is however to be proposed by the consultant. May it thereby be assumed that the expectation is to discuss Milestone 3 across at minimum 3 provinces, whilst the number of actual sites for FPV development is not subject to the specific discussion given gov. level of discussion. (Milestone 3, Item 23 - page 9)Please refer to the TOR and utilize your knowledge of the floating solar in Vietnam to decide how many sites you want to visit. We estimated that three visits are needed but the consultant will decide in their proposal based on their understanding of the context in Vietnam.3. “while no logistical costs are required for the consultation meetings.” It is understood that the Consultant will not have to cover expenses for consultation meetings with the Ministries except for its own efforts. (Milestone 3, Item 23 - page 9)This is correct. In addition, the consultation meetings are on site and very technical. They are not events and we don't budget for them. 4. Will the programme be supported by data (e.g. on grid hosting capacity) from TSO or authorities? (Milestone 4, Item 26 - page 10)Please present in the bid how you are planning to collect data, which type of data you want to collect to do the project and how you want to use them. It is the bidder's proposed methodology.5. “This proposed framework will be piloted on up to two (2) selected FPV sites in Vietnam”. Will a FPV concept for two locations be provided through parallel development efforts, is the consultant requested to develop a actual concept for the frameworks applicability or shall the framework be discussed at a legal level only? How is the pilot testing expected to be executed? (Milestone 5, Item 27 - page 10)Please present in the bid how you are planning to do the pilots. We expect to have project concepts to test how the framework will be applied in reality. It should be realistic, not an abstract and theoretical ones.6. Is the Consultant requested to cover expenses for training sessions and related logistical requirements? (Milestone 5, Item 30 and 31 - page 11)Please study the TOR, we have guidance for events and communication expenses. This opportunity is of significant interest to us, and we are confident in our qualifications to deliver a high-quality project. Still, to develop the strongest possible bid, we respectfully would like to request a two-week extension to the current submission deadline of September 12, 2025, proposing a new deadline of September 26, 2025.
