Description
The United Nations Office Nairobi on behalf of UN Environment Programme invites qualified Firms to participate in the upcoming competitive tender process for advanced methane consultancy services, technical advisory on methane emissions quantification and mitigation, capacity development for institutional stakeholders, and strategic implementation support for methane abatement methodologies. Background: The United Nations Environment Programme’s (UNEP) Climate Change Division supports countries in aligning with the Paris Agreement through policy guidance, capacity building, and access to climate finance. Within this division, the International Methane Emissions Observatory (IMEO) plays a central role in reducing methane emissions by integrating high-quality data collection, scientific analysis, and stakeholder engagement. IMEO focuses primarily on the oil and gas sector through initiatives such as the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), which promotes accurate, measurement-based emissions reporting and targeted abatement strategies. The observatory also supports capacity-building programs and works with governments and companies to enhance methane management capabilities. To fulfill its mandate, IMEO deploys technical expertise across key initiatives. These include OGMP 2.0, UNEP’s flagship framework for quantifying and reducing methane emissions in the oil and gas industry; the Methane Alert and Response System (MARS), which uses satellite data to detect and respond to major emissions events; and strategic training efforts to equip stakeholders with context-specific knowledge and tools. MARS, in particular, leverages real-time data to identify “super-emitters” and initiate mitigation actions via a publicly accessible platform and coordinated technical support. Together, these efforts ensure IMEO’s alignment with global climate goals such as the Global Methane Pledge and the Paris Agreement. Some of the expected Outputs/deliverables are: • Develop comprehensive, sector-specific technical guidance documents for the oil, gas, and coal industries to accurately quantify, report, and mitigate methane emissions, integrating advanced measurement methodologies and regulatory frameworks. • Create and deliver highly specialized training materials tailored to government and industry stakeholders, covering methane emissions pathways, measurement techniques, and mitigation technologies. • Customize training programs to address region-specific methane emissions challenges, integrating local regulatory environments, case studies, and technology demonstrations for effective mitigation. • Manage and develop content for an interactive online platform to support ongoing engagement, knowledge sharing, and collaboration on methane mitigation strategies among training participants. • Translate complex scientific findings into actionable insights, providing clear and concise decision-making materials, including policy briefs, infographics, and mitigation recommendations for non-expert stakeholders. • Provide targeted technical assistance based on MARS detections, offering real-time guidance on methane mitigation interventions, interpreting emission sources, and ensuring alignment with regulatory requirements. Considering the diverse geographic reach of the intended project, intersted firms are expected to have operational fluency in multiple languges with a demonstrated ability to work effectively in multicultural teams and adapt communication for diverse regional audiences.
