1. INTRODUCTION The United Nations Economic Commission for Africa (UNECA) is a United Nations secretariat and has its Head Quarter Office in the capital city of Ethiopia, Addis Ababa, with other Sub-Regional offices (SROs) in different part of Africa. UNECA has an Internet subscription with Ethio Telecom, the sole local service provider. When there is Broadband services interruption, UNECA office Internet and UN Intranet including sub-regional offices (SROs) services are usually affected. To do away with such service outages, UNECA plans to have a backup or alternate Internet connection using satellite for business continuity and disaster recovery (BC/DR). Since services including email moved to cloud, having a reliable and highly available Internet connection is mandatory to carry out its mandate efficiently. UNECA will also satisfy the United Nations basic requirement to have at least two independent Internet service providers. . 2. Objective The purpose of this project is to acquire a backup Internet service through satellite for the commission using either the existing antenna or a new system with a state-of-art technology and efficient service provisioning based on an agreed upon service level agreement (SLA) for UNECA business continuity and disaster recovery (BC/DR) plan. The following are the main technical requirements for the proposed solution: A. A technology that has efficient, secured and flexible satellite access method for optimized operation and good performance (coding, modulation, FEC, and others); B. Efficient service provision (deployment strategy, Network Operating Center (NOC) support plan, Preventive/Corrective maintenance plan); C. Scalable (adequate room for further growth) of satellite transponder; D. Smooth integration with internal network infrastructure; E. Public IP address allocation. F. Management and monitoring tools/facilities
