UNICEF East Asia and Pacific Regional Office is seeking an institutional contractor to establish one or more non-exclusive Long-Term Agreements for Provision of Technical Support for Renewable Energy and Engineering Services for Climate-Resilient Health, Education, and WASH Facilities in East Asia and the Pacific to LRPS-2025-9198707 through UNICEF/UNGM online submission system which your company is invited to participate.

Background

Clean, sustainable energy in schools, healthcare and water, sanitation, and hygiene (WASH) facilities, and WASH services adapted to the risks of climate change are critical to improving the quality, accessibility, and reliability of the essential services children rely on for education, universal healthcare and WASH.

In East Asia and the Pacific, UNICEF has supported:

  • the solarization of schools, healthcare and WASH facilities through training (virtual and in-person trainings about solar system design, implementation, operation, and maintenance), technical support (design assistance, support, and consulting services for solar projects) and resourcing (to equip partners to effectively use solar power for a variety of applications) under the umbrella of the East Asia and Pacific Solar Hub - Technical Assistance — East Asia Pacific Solar Hub
  • the mainstreaming of climate resilient WASH services through country specific climate resilient WASH stakeholder and policy analysis, climate risk and adaptation identification, and financing mapping guided by UNICEF’s UNICEF-guidance-note-climate-shift.pdf and the application of Strategic Framework on WASH Climate Resilience - GWP

Objectives, Purpose & Expected results

UNICEF EAPRO is seeking to establish one or more non-exclusive Long-Term Agreements for Services (LTAS) for the duration of 24 months, with the option of additional 36 months extension, subject to satisfactory performance and agreement of both contracting parties. The established LTAS will be time bound, without a monetary value or guaranteed offtake. For any assignments to be contracted under the established LTAS, all suitable LTAS holders will be invited to submit their proposal in a secondary bidding process. Contract award will be made to the LTAS holder who submitted the most responsive proposal (highest ranking as combination of technical and financial score).

The LTAS holder (contractors) will provide technical support to the scale-up of renewable energy for the health, education and WASH sectors, and the delivery of engineering services for climate resilient WASH facilities and to health and education facilities to countries in East Asia and the Pacific.

Under the established LTAS, there will be the three Service Categories of work assignments:

  • Provision of technical support for renewable energy for the health, education and WASH sectors
  • Provision engineering services for climate resilient WASH facilities
  • Provision of engineering and building design services for climate resilient health and education facilities

Deliverables and Timeline

For any assignments to be contracted under the established LTAS, suitable LTAS holders will be invited to submit their proposal in a secondary bidding process. The TORs for the specific assignments will include deliverables and timelines.

Location and Duration

UNICEF EAPRO wishes to establish non-exclusive LTAS with one or more qualified institutions for the initial duration of 24 months, with the option of 36 months extension based on satisfactory performance and agreement of both parties (maximum duration of 60 months / 5 years). The established LTAS will be time-bound and do not guarantee a monetary value.

LTA holders will work remotely (from any location but preferably from the region of South and East Asia to minimize travel costs). Country visits will be negotiated as required, following the requirements of individual contracts.

The indicative starting date for the LTAS is September 2025.

This tender will be run through the UNICEF e-submissions system (UNGM).
