Question - Could you please clarify what you are expecting for the mandatory documents "Supporting Document for Sustainability" and "Technical Proposal Details for Each Criteria of Form D"?Answer: 1. Supporting Documents for Sustainability: The bidder shall submit Organization's Sustainability Policy, specifically covering Safeguarding and Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH) and Gender Mainstreaming. If these policies are not yet in place, a statement or commitment letter to the principles of safeguarding/PSEAH and accountability, or an explanation of how gender is mainstreamed internally. Please refer for more details in Qualification Criteria.2. Technical Proposal Detials for Each Critieria of Form D: The bidder shall provide detailed proposals, specifically addressing:(1). Background/Expertise: As outlined in sections 1.1 and 1.2 of Form D.(2). Technical Approach: As outlined in sections 2.1 and 2.2 of Form D.(3). New clarification added: 17.Question: Implementing Partner Substructures and Geographies: Could UNOPS please clarify the approximate number of sub-implementing partners and/or affiliated service delivery entities (e.g., private clinics, hospitals) under each of the six main Implementing Partners, and their geographic distribution by state or region? Answer: Tentatively, the FMO expected to contract with six implementing partners and 12 hospitals. 36-40 visits (which can cover 70-80 townships; tentative and can change after fixing the townships) in the operation area for one year duration from one year from 1 Aug 2025 to 31 July 2026. Currently, it is not possible to estimate the sub-IP level entities for the service delivery channels. The overall geography information is also mentioned in TOR Annex 2.18. Question: Full-Time Team Composition Expectations: Other than the Team Leader and Field Monitors, are there specific expectations or recommendations from UNOPS regarding the size, composition, or minimum other roles within the proposed team (e.g., other technical oversight, operations, or administrative roles)? Answer: The TPM requirements and qualifications are outlined in Section 5 of the TOR. Applicants are expected to meet the required expertise to effectively conduct the TPM. While there is no strict rule regarding team composition, it is essential that both the programmatic and M&E aspects of the assessment are clearly addressed and well-articulated in the proposal.19.Question: Budget Benchmarks: Can UNOPS confirm whether there are internal reference values (e.g., past contract budgets for similar TPM services in Myanmar) that can be used as guidance for price reasonableness? Answer: UNOPS does not disclose the budget in accordance with its policy.20.Question: Proposal Deadline Extension: Given that the deadline for submitting clarification questions (25 June) falls just days before the proposal deadline, would UNOPS consider a short extension (e.g., one week) to allow offerors to integrate responses into their final proposal? Answer: UNOPS will ensure that all suppliers’ request for clarifications are responded to as soon as possible, so that bidders have sufficient time to take the answers into account when preparing their offers. Since we have a limited timeframe to proceed with further steps, and we will not be able to extend beyond the advertised deadline.

New clarification added: 12 & 13. Question: What is the expected number of site visits per quarter? For example, should we plan for a minimum of 1–2 site visits per region/state or per implementing partner?Should the TPMA aim to visit all regions/states listed in the RFP at least once during the contract period, or is there a minimum expected geographic coverage per quarter?Answer: 9-10 visits per quarter to implementing partners, and detail arrangments and planning are jointly created between UNOPS, selected agency and implementing partners. Please refer the revised section II under the tender document section for more details.14. Question: Whether each of the approximately six implementing partners (and their sub-partners) are expected to be visited each quarter? Or will the visits be rotated or sampled based on priority or accessibility?Answer: On average, each implementing partner is aimed to visit once in every semester period. Please refer the revised section II under the tender document section for more details.15. Question: The RFP mentions "ad-hoc monitoring visits to project sites." Kindly confirm whether these ad-hoc visits are in addition to the regular quarterly site visits, or if they are included within the quarterly site visit plan. Also, Could you provide examples or anticipated triggers for “ad-hoc monitoring visits”? Is there an estimated number of such visits to be budgeted for, or should these be treated as contingency visits?Answer: 10% of the ad-hoc visits was considered in the proposed visits and as contingency and can add the same cost as regular visits. Please refer the revised section II under the tender document section for more details.16. Question: While we understand that we are to propose the number of site visits and the total budget, would it also be acceptable to propose a cost per site visit? This would enable UNOPS to make payments based on the actual number of visits conducted and would assist us in preparing a more flexible and accurate budget.Answer: As the visit is specific to some townships, it is feasible to include more than one partner and consider the integrated approach. So, applicants can propose a cost per site visit. Meanwhile, an actual visit may need to accommodate more tasks than usual in some instances due to the unequal workload between visits.

Question: Would it be possible to indicate the quantity of sub-implementing partners, private clinics and hospitals, and other key stakeholders by target areas (state/townships)? Please confirm the number of project sites by each target area. Question: Is there a minimum required sample size for focus group discussions and individual interviews in each target township? If so, what is the expected sample size? Answer: It is up to the assessment team's decision, and during the visits, each of the responsible stakeholders is to be interviewed and assessed as issues identified during the monitoring assessment, rather than a statistical sample size approach.4. Question: Can the agency propose the methodology? Answer: FMO mentioned the TOR section "3.3 Methodology of the Third-Party Monitoring". FMO may consider the negotiation of TPMA trip plan for the feasibility with the implementing partner implementation cycle. 5. Question: Can field observations be conducted while individual interviews are carried out? Answer: Yes, it is mandatory to conduct individual interviews and field observations in persons and the TOR section 3.2 Scope of Work mentioned as "Conducting on-site visit to project locations for direct observation and assessment of implemented measures.6. Question: What would be the length of interview and focus group discussion? Answer: It is up to the requirement of the program requirement proposed by assessors. However, FMO will share the necessary checklists to use consisently. Section 3.3 Methodology of the Third-Party Monitoring mentioned "UNOPS will provide the program monitoring tools, Routine Data Quality Assessment (RDQA) tools and guidelines to be reviewed and adapted by the TPMA.7. Question: Are on-site visits and assessments mandatory for every implementation site? Can some of the sites in the conflict-affected or remote area be assessed virtually? Answer: Yes, it is mandatory to conduct individual interviews and field observations in persons and the TOR section 3.2 Scope of Work mentioned as "Conducting on-site visits to project locations for direct observation and assessment of implemented measures.The TOR section 3.3 Methodology of the Third-Party Monitoring mentioned "The TPMA is to be on field monitoring and prioritize on field-level access. Virtual visits will only be permissible if there is no alternative, and this should be discussed with UNOPS before implementation."Support from UNOPS8. Question: We assume the awarded agency will receive the following supports from UNOPS and the implementing partners:a. information regarding the exact location of reachable contacts of private clinics and hospitals b. necessary and related documents and project reports for the desk reviewc. office letter regarding the project, introduction for the field visitsPlease confirm.Answer: The UNOPS will disclose the necessary information to the contracted agency for the TPMA field visits.Timeline and Deliverables9. Question: Could you confirm the format of the final reports - Word or PowerPoint? Answer: The final report has to be prepared in word format and time to time presentation in the powerpoint. 10. Question: Is the project timeline flexible? Answer: No, timeline is as specified and mentioned in the TOR "one year from 1 Aug 2025 to 31 July 2026".Budget11. Question: Could you confirm if there is a budget ceiling for this consultancy? Answer: UNOPS does not disclose the budget as per the policy.
