Kindly share the revised qualification for surveyor for Level 1, 2 and 3. New clarification added: QUESTIONWe note that the returnable schedules must be submitted without alteration and that the General Conditions of Contract are not to be amended, except under Particular Conditions with legal approval. However, we kindly seek clarification on the following:Is there a formal mechanism or schedule in the RFP submission where the Offeror may submit proposed contractual deviations or qualifications, should they be deemed necessary?If permissible, could you please confirm:• Whether these should be submitted as a separate annex;• Whether they must be submitted at the LTA stage or may be raised at the Call-Off stage; and• Whether the submission of contractual deviations would affect the compliance status of our proposal.ANSWER- Indeed UNOPS generally do not accept deviations from its condition of contract, and acceptance to UNOPS GCC is part of the evaluation. In case bidder would like to propose contractual modifications, it should be submitted during the tender process as a separate annex.

This for example concerns the disciplines of Climate change specialist, Asset Management Specialist, Construction Manager, Capacity building specialist, and Sustainable and Resilient Infrastructure Experts. It is further noted that different personnel may be used during individual assignments, provided that their qualifications, skills, and experience are similar to those of the personnel submitted at this stage. At the time of receiving a Call-Off Order, CVs of experts specific to the individual assignment will be provided. Could you kindly confirm whether this interpretation is correct?We would appreciate clarification on how the evaluation of Criteria 1.2 and 1.3 differs from Criteria 2.1 and 2.2. New clarification added: QUESTIONIn Matrix 1-4 Financial envelope, Thailand is mentioned under location of LTA coverage. Thailand has not been mentioned anywhere else in the document under coverage. Please clarify.ANSWERThailand is not included in the scope of this LTA. This is removed from the amended document included in Tender Amendment 1 which will be issued shortly

New clarification added: QUESTIONWithin the TOR document, Matrix 002 List of Services, it mentions that bidders can select atleast 3 services. However, within Consultant Services - 6 Solicitation - RFP 04 Section II, III document, page 7 of 43, it mentions that the bidder must propose atleast two services.ANSWERThe correct minimum requirement is for bidders to propose at least three (3) services from the list in Matrix 002. Please follow the TOR matrix guidance when preparing your submission, and this discrepancy will be corrected in a next amendment.

New clarification added: QUESTIONIs there a limit to the number of Joint Venture (JV) partners allowed for this LTA?ANSWERNo, there is no limit on the number of JV allowed under this LTA, but UNOPS would remind bidder to be mindful in forming a big JV partnership as the bigger the JV is, the more difficult usually it is for coordinating during implementation.
