Background
Thirty years after the adoption of the Convention on the Rights of the Child in 1989, the role and impact of the online world on the lives of children has evolved in ways that could not have been anticipated at the time. The internet has provided positive opportunities for children. However, the internet is also a domain in which children are vulnerable to violence, abuse, and exploitation – a risk that grows exponentially with the rapid increase in internet penetration.
Recognizing the rapidly growing numbers of children at risk of online harms, the need to accelerate action on child online protection and the necessity of providing guidance for ASEAN Member States (AMS), ASEAN Heads of State adopted the Declaration on the Protection of Children from All Forms of Online Exploitation and Abuse in 2019, followed, in 2021, by the endorsement of the Regional Plan of Action for the Protection of Children from All Forms of Online Exploitation and Abuse in ASEAN 2021-2025 (RPA on COEA) to support implementation of the Declaration. The RPA on COEA was developed under the leadership of the Royal Thai Government, ACWC and SOMSWD in cooperation with relevant ASEAN Sectoral Bodies and with support from the technical work group.
The RPA on COEA is a 5-year action plan, covering 2021-2025 and outlining 7 focus areas of actions for AMS to effectively prevent and respond to online child sexual exploitation and abuses. Now, as the end of this RPA is reaching, it is timely occasion for AMS to start reviewing the effectiveness of the RPA implementation in their countries, including key successes, challenges and lesson learned. At regional level ACWC, with the support from UNICEF East Asia Pacific Regional Office (EAPRO), will also conduct an endline assessment for the RPA on COEA, incorporating the key findings from the AMS. The result and recommendations from the endline assessment will feed into the development of the new RPA to ensure it is comprehensive, relevant, and respond to new and evolving online risks and harms.
This consultation provides opportunity to listen to children's opinions on child online protection and the implementation of the RPA on COEA in Thailand. The result of this consultation will feed into Thailand national review of the RPA on COEA as well as contribute to the development of operation plan on child online protection under the newly adopted National Plan of Action (NPA) for Child Protection.
Objectives, Purpose & Expected results
UNICEF is seeking for an institution to provide logistic, administration, and facilitation support for children and youth consultation workshop on child online protection from 14-16 December 2024, at Riverine Hotel in Nonthaburi province.
The contractor should ensure that the logistic and administrative arrangement for child participants and their chaperons is well organized, so they feel comfortable to form and voice their opinions as well as to contribute to the expected results of the event. The contractor should ensure the session is well-designed and facilitated in a way that promote informed, active, and meaningful participation of the children.
Description of the assignment
- Conduct and facilitation of the workshop in Thai
- Design the workshop sessions in close consultation with UNICEF and Department of Children and Youth. The session must be in line with the consultation objectives and expected results, while promoting informed, active, and meaningful participation of children participants.
- Facilitate the workshop session in a fun, inclusive, and child-friendly manner. The facilitator should ensure that all children can actively participate according to their individual capacities, with particular attention given to supporting marginalized children who may require additional assistance compared to other groups.
- Take note of the session highlighting discussions and key findings from the consultations.
- Logistics and administrative support
- Support and facilitate logistics and administrative management for 30 children and youth between the ages of 15-24 years old and 4 chaperon from various regions across Thailand as following.
- Facilitate flight bookings for approximately 14 participants from outside Bangkok, including 10 children and youth aged 15-24 years old and 4 chaperons.
- Facilitate travel insurance, covering 16 to 20 August 2024, for 34 participants, including 30 children and youth between the ages of 15-24 years old and 4 chaperons.
- Facilitate local transportation/ airport transfer for 34 participants, including 30 children and youth between the ages of 15-24 years old and 4 chaperons.
- Disburse funding to the participants who are 30 children and youth between the ages of 15-24 years old and 4 chaperons from various regions across Thailand. This includes collecting invoices and evidence from each participant as proof of payment and submit them to UNICEF at the end of the assignment.

- The assignment should be completed within 3 months after signing of the contract (tentatively from October 2024 to December 2024). A detailed workplan will be agreed with the awarded contractor.
Location
- Preparation: October to 13 December 2024, working remotely from contractor own premise.
- Delivery: On site service support at Riverine Hotel on 14-16 December 2024.
- Post-workshop: Meeting report and financial report by 31 December 2024, working remotely from contractor own premise.
- The contractor will be responsible for acquiring resources and facilities required for its completion, including any travel arrangements if required.
