UNICEF has now issued an Invitation to Bid in order to select a supplier for the Establishment of LTA for further provision of briquettes for heating (Solid fuel)
The ongoing conflict in Ukraine has sparked a significant humanitarian crisis, characterized by widespread destruction of homes, large-scale displacement of people, and severe damage to essential infrastructure. This includes critical systems like energy, water, and heating, leaving millions of individuals vulnerable, especially in the harsh winter months.
The onset of winter conditions in Ukraine, typically beginning around October, adds a new layer of complexity to this already dire situation. About 18 million people, representing half of Ukraine's population, require assistance due to the fallout from the conflict. Among them, millions are particularly vulnerable, especially those living in the front-line communities of Donetska, Dnipropetrovska, Kharkivska, Zaporizka, Khersonska, and Sumska with damaged or insufficiently heated homes.
Temperatures can fall below -15 degrees Celsius exacerbating the challenges and making life incredibly tough for communities already suffering from the intense hostilities, infrastructure destruction, job losses, and limited access to essential services such as water and heating.
The economic strain on families living near the front lines also impacts their ability to afford essential heating. A vulnerability assessment in Kharkivska oblast shows that families spend about half of their income on purchasing solid fuel, leading to sacrifices in other critical expenses like food, hygiene, and medicine.
UNICEF is committed to begin early preparations for the upcoming winter 2023-2024 to support vulnerable children by means of provision of in-kind humanitarian aid, services, and cash assistance. UNICEF and its implementing partners will prioritize winter response in front-line communities and regions facing active hostilities and fighting. The package of in-kind support will include critical household items and solid fuel as a part of winter preparations.
This tender will be run through the UNICEF e-submissions system.

Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.
