Description

The purpose of this assignment is to support the Asia-Pacific Learning Network on Sustainable Financing of community-led responses (APLN), and to strengthen community-led monitoring (CLM) including by developing knowledge products and supporting the Community of Practice on CLM in Asia and the Pacific.Duration: Total number of days: 121

Expected Tasks:
APLN
1. Finalize and maintain active engagement with APLN membership (between 100 and 200 members envisioned). This will include actively reaching out and engaging with a preliminary list of individuals, including those who participated in the consultation process for the APLN, and encouraging them to join the learning network through an opt-in link. This activity may also include additional stakeholder mapping and dissemination of the opt-in link through various communication channels. Dissemination of the APLN charter, as well as ongoing engagement with members will form part of this activity throughout the year.
2. Establish and coordinate an initial working group (10-12 members envisioned) to guide the implementation of APLN activities. This activity may include drafting terms of reference for the working group and supporting the convening and facilitation of working group meetings and follow-up action points.
3. Curate the resource repository, including regular (quarterly) updates to the existing folder (which has about 180 resources). This activity may include migration of the existing resource repository over to a new platform and/or developing a user guide/navigation tool for the resources in the repository.
4. Organize, co-facilitate, and document three online learning events of the APLN focusing on priority topics that may include, for example: (i) costing of community-led responses; (ii) access to public funding at sub-national levels; (iii) accreditation and payment mechanisms for social contracting; (iv) diversification of sources of funds for CLR, including social enterprises and/or (v) integrating sustainable financing of CLR in sustainability roadmaps.
5. Organize an in-person meeting on sustainable financing of community-led responses in Asia and the Pacific, with selected countries and focusing on social contracting (theme TBC). This activity will also entail setting up and managing the working group that will advise on the activities of the APLN (16 members envisioned from regional and country levels, representing communities/CSOs, governments and technical and funding partners)
6. Develop and pilot a progression matrix to measure key changes in the sustainable financing of community-led HIV responses in Asia and the Pacific.
7. Support the development of knowledge products on expenditure tracking in Asia and the Pacific with a focus on spending for community-led responses, key populations programming and societal enablers.

Community-Led Monitoring
8. Develop a mapping report on CLM models to document the impact of CLM in the context of the HIV response in Myanmar. The report will be built on information produced through the CoP set-up phase and consultations with partners in Myanmar. The mapping report will identify, inter alia: (1) models of CLM used, (2) stakeholders involved, (3) TA accessed, (4) sites monitored, (5) benefits of CLM for the HIV response. The report should also include information on data safety and security measures. The results will be used to feed into a regional knowledge product to highlight CLM success stories and models in Asia and the Pacific.
9. Develop a report on CLM implementation in Asia and the Pacific, documenting existing CLM initiatives and success stories as a knowledge product for the Community of Practice on CLM. The report will be built on information produced through the CoP set-up phase and consultations with 100 partners in Asia and the Pacific. The report will provide an overview of the existing CLM initiatives, opportunities, and success stories in the region, as well as document barriers and recommendations for strengthening CLM in the context of community-led responses. The report will highlight how CLM is contributing to empowering communities, strengthening systems for health, and addressing stigma and discrimination in the context of community-led responses in Asia and the Pacific.
10. Support the organization and document three learning events of the Community of Practice on CLM, focusing on priority topics identified during the consultation process, such as, for example: (i) CLM in the context of community-led responses and programmatic sustainability; (ii) Integration of CLM data into national information systems; (iii) financial sustainability of CLM.
