Translation of SCREAM Module Instructional Materials from English to Bahasa Melayu 

Background 

The Government of Malaysia (GOM) has ratified two core ILO Conventions, the ILO Convention No. 38 on the minimum age and the ILO Convention No.  182 on the worst forms of child labour as well as the UN Convention on the Rights of Children. The process of aligning national legislations with the international labour standards is reflected in the Child and Young Persons (Employment) Act 1966 (“CYPA”) which provides the governing framework in Peninsular Malaysia for the employment of children and young persons and Sabah Labour Ordinance (Cap. 67) and Sarawak Labour Ordinance, respectively. These legislations, along with the enactment of the Child Act 2001 indicate significant commitment by Malaysia on safeguarding the best interest of children in the country.  

A 2018 report published by the (then) Ministry of Plantations, Industry and Commodities (MPIC) estimate that 33,600 children working in oil palm plantations aged 5-17 years are in child labour situation, where the proportion in Sabah is 58.8% (estimated at 19,800 children), followed by Sarawak at 39.5% (13,200). Official data since then is unclear.  

As part of ILO’s support to Malaysia’s effort of addressing child labour, the “Global Accelerator Lab on Intensifying Actions Against Forced Labour and Child Labour” (GALAB) project seeks to implement the “Supporting Children’s Rights through Education, the Arts and the Media” (SCREAM) module. The SCREAM module was developed through ILO’s International Program on the Elimination of Child Labour (IPEC) and is currently available in 22 languages.  

Objectives of the RFP 

ILO invites proposals from interested and qualified individuals/companies to: 

1. Translate and localise the SCREAM module from English to Bahasa Melayu, with details outlined in  below:

2. Desktop publishing and formatting the translated SCREAM Module. 

3. Duration of the assignment :

           The duration for this task is from 12 February - 12 April 2024.  

4. Terms of payment 

            The consultant will be paid 100% upon acceptance of the final version of the translated Bahasa Melayu SCREAM Module, to the satisfaction of the ILO.  

5. Qualifications and experience 

            Interested contractor/consultant must have a good track record in English- Bahasa Melayu translation of any relevant publications.  Candidates should submit their CV, proposal (that includes estimated fee and no of working days) and at least one sample. 

            Ability to complete tasks at earlier time in a cost effective manner is an advantage.
