New clarification added: Question 14: Since we have just seen the ITB yesterday, may we respectfully request for an extension of the deadline of submission of bids to Feb 15, 2024.Response 14: the tender deadline has already been extended (to 24 January 2024 instead of 18 January). Further extension of the deadline will affect the project's urgent needs of the equipment for operations.

New clarification added: Question 13: In the file Section_III_Returnable Bidding Forms (ITB-2024-50137)_Amendment 1 , the delivery to the DoH in Manila is not listed. Should we just insert this above Pampanga or will you issue a new amendment ?Response 13: Note that the document Section III is being amended accordingly to include a line for the delivery to DoH office in Manila..

New clarification added: Question 12:With regards to the requirement to provide Microsoft professional plus OEM 2021, Microsoft Professional Plus 2021 is no longer sold as OEM in either Enterprise or government licences. It can only be supplied as a "Cloud Provisioned Licence" which is Perpetual but is not factory preinstalled. We can quote this but I have a concern regarding the contents of the package.The "Plus" package contains "Skype for Business" client and requires a "Skype for Business Server" to exist to enable the users to communicate with each other. Does UNOPS already have a Skype for Business server installed and operational, as this is now a EOS/EOL product and no longer supported or sold.We would need to know the Server details and credentials to be able to install the package on each device as they cannot be factory supplied preinstalled any longer.We would also need to know the Windows User names for each location for us to be able to install the MS Office licences if you shose this route.We would install the antivirus at the same time for your convenience.If you do not require Skype for Business, we can supply MS Office Professional 2021 OEM which has Word, Excel, Powerpoint, Access, Onenote, Outlook - just not Skype for Business. Please be aware that you can no longer receive security updates for this version from Microsoft.All new MS Office packages are subscription based and contain all the same programs as Office professional but contain MS Teams instead of Skype for Business.They are also available in 1,2 or 3 year renewable subscriptions.Please can you clarify what actual components in MS Office Professional 2021 you need so we can select the correct licence to be able to supply them as the OEM option is not available.Response 12:Please note that the requirement "Office Tools: Microsoft Office 2021 Professional Plus OEM licence" for the laptops and the workstation shall be replaced by "Microsoft Office 2021 Professional perpetual license". Please be informed that MICROSOFT does not sell this package in OEM form; and any OEM format of this product is considered a pirated product in the market.Please kindly clarify that your requirement is a perpetual lifetime license to use Microsoft Office Software in a professional capacity; and if so, the product you are looking for may be a volume licensing agreement with Microsoft to purchase in bulk:https://www.microsoft.com/en-us/licensing/product-licensinghttps://www.microsoft.com/en-us/microsoft-365/enterprise/microsoft-office-volume-licensing-suites-comparisonIf this is the case, this specification would be a stand alone product requirement itself that when lumped in as a specification in the item/s, It will cause the cost of that item be bloated and the price will not directly reflect the market price of your item/s requested.We would like clarification on this specification and your recommended action/revision to the requirements.Response 10:UNOPS intends to purchase perpetual licences (one-time purchase) of the latest Microsoft Office Software for business purpose. New clarification added: Question 10:It is listed that you expect delivery within 5 weeks after successful bid has been awarded. However, most of the hardware you require are not locally available in the Philippines and would require manufacturers to custom built the specs for laptops and the workstation. These specs such as RAM, GPU, Operating System, Microsoft Office will require additional time to build and import. Also the delivery locations are on an inter-island delivery. For the quantity of laptops (w/ battery) it is not allowed to transport by plane and would take at least 10 working days by SEA. How flexible is your delivery date?Response 10:The delivery timeline will be further discussed with the awarded bidder.

New clarification added: Question 6: SECTION 1:16 BID CURRENCY: Can we request to submit bids in local Philippine currency? We will accept a contract issued in the mandatory bid currency and that for conversion the official United Nations operational rate of exchange of the day of ITB deadline as stated in the Tender Particulars section shall apply. Response 6: Yes, under the tender “Particulars” section in the eSourcing, two currencies are accepted: USD and PHP (Philippine Peso).Question 7: SECTION 1:17 DUTIES AND TAXES: Assuming UNOPS provided us the Notice of Award, since UNPOS is exempt from all taxes, would you be providing us a document as proof of the tax exemption which we could show to the BIR after we issue an Original Receipt? Or what receipt do you need upon collection of payments?Response 7: UNOPS will not be able to provide a document as a proof of tax exemption at the moment. For this tender, bidders are requested to price for taxes separately.Question 8: PAYMENT TERMS: What are your mode and terms of payment?Response 8: Payment will be done through bank transfer within 30 days after receipt of the goods/services and on submission of payment documentation.

New clarification added: Question 2: We do not have any subsidiary or branch in the Philippines. We have a valid Registration Certificate issued by another Government. Kindly allow us to bid for this RFQ/tender.Response 2: This ITB is open only to companies registered in the Philippines. However, bidders can submit offers as joint venture with Philippine based organizations.

New clarification added: Question 1: With reference to this RFQ, is this only for local companies or International companies who has after sales support in Manila can Bid on this? Please clarify, thank you.Response 1: This ITB is open only to companies registered in the Philippines. An international company with a subsidiary or local representation in the Philippines, able to provide valid registration will be eligible. Joint Venture with Philippine local companies is also acceptable, provided that the submitting organization bears full responsibility.
